FISCAL IMPACT ANALYSIS (FIA) PEER REVIEW – AMENDMENT
Dear Mr. Wungluck:
Harris & Associates (Harris) appreciates the opportunity to continue providing Fiscal Impact Analysis (FIA) Peer Review services to the City. Harris is currently providing peer review services for developer-prepared FIAs submitted in support of annexation applications. Our review includes verification that anticipated revenues, costs, and assumptions are appropriately identified and evaluated consistent with City requirements.
Harris has provided municipal financial consulting services to the City for more than 10 years and is prepared to continue supporting the City with the same project team and level of service. Megan Quinn will continue to serve as Project Director and provide overall quality assurance and quality control. Lynn Kelly will continue to serve as Project Manager and day-to-day contact for the City.
Based on our understanding of the City’s ongoing service needs, Harris requests approval to amend the existing agreement to extend the term from June 30, 2026 to June 30, 2027 and to increase the contract authorization as shown below:
Description Amount
Original Agreement $52,640
Proposed Amendment $47,360
Revised Total Agreement Amount $100,000
SCOPE OF WORK AND PROJECT UNDERSTANDING
Per the General Plan, the following Goals were adopted:
• LU-4.6 Allow residential development in the Commercial land use designation only when it is demonstrated that the use would not have an adverse fiscal impact on the City. • LU-4e Residential uses proposed in the Commercial land use designation shall submit a fiscal impact analysis that addresses the fiscal impacts of the development on the City, including increased costs to the City to provide services and the revenues projected from the development.
Exhibit A-1
2 • EF-1.8 Require a Fiscal Impact Analysis to be conducted for major development projects that documents the project's effects upon the City's operating budget over time.
As part of these goals the City is seeking a responsible group to review the FIA’s with the City to ensure that all revenues and expenses are being captured accurately. Harris has extensive experience in providing the services required by the City. The following is the Scope of Work to be accomplished by Harris.
Scope of Services
Task 1: Project Management, Project Kick-Off Meeting, Project Management, and Information Gathering For each FIA peer review, Harris and the City will conduct a kick-off meeting to clarify the objectives of that FIA peer review, confirm the scope of work, discuss review methodology, exchange background materials, discuss any project particulars, and establish a project schedule. A key goal of the meeting is to ensure a shared understanding of the City's priorities for the peer review, including any areas of concern or focus within the FIA. Harris will prepare an agenda in advance of the meeting and will provide a summary that outlines key decisions, communication protocols, any scope refinements, an action item list, and a data or document request.
This task also includes project management throughout the duration of the engagement. Project management activities will include ongoing coordination with City staff, schedule monitoring, monthly progress reports, regular communication, preparation of monthly invoices, and coordination of any additional meetings or information needs to ensure timely and efficient completion of the peer review.
Deliverables: Data request, meeting agenda, meeting minutes Task 2: Fiscal Impact Analysis Peer Review
Harris will conduct a peer review of the FIA submitted to the City to ensure that all revenues and expenses are being captured accurately. Harris will assess the methodology, assumptions, and conclusions presented in the FIA.
The peer review will evaluate whether the FIA aligns with industry best practices and assumptions, accurately reflects local fiscal conditions, and provides a reasonable estimate of the project’s potential impacts on City revenues and expenditures. Harris will provide written comments summarizing key findings, identify any areas of concern or suggested revisions, and offer recommendations to strengthen the analysis. Harris will participate in a virtual meeting with City staff and the applicant to discuss findings and support clarification or revisions to the report. This task includes up to two virtual meetings to discuss our findings with the City and developer.
Key tasks as part of this review include the following:
• Review of Methodology and Assumptions
Harris will evaluate the assumptions and methodological approach used in the FIA, including:
• Population, employment, and land use projections for the project. • Assessed value assumptions.
• Revenue estimation methods (e.g., property tax, sales tax, user fees). • Operating and capital expenditure assumptions.
• Service level standards and allocation of costs.
• Other economic and financial assumptions (if applicable). • Evaluation of Revenue and Expenditure Estimates
Harris will review the projections of municipal revenues and costs associated with the project to ensure:
• Key revenues are captured and appropriately calculated. • Cost assumptions reflect City service delivery levels and current cost structures. • One-time and ongoing costs are clearly delineated and appropriately timed. 3 • Review Consistency with Local Conditions and Industry Best Practices Harris will assess whether the FIA reflects:
• Local fiscal conditions and budgetary frameworks.
• Consistency with other recent analyses or fiscal studies prepared for the City or comparable jurisdictions.
• Industry-standard practices and assumptions for FIAs. • Preparation of Written Comments and Recommendations
Harris will prepare a concise memorandum summarizing the results of the review. The memo will:
• Identify key findings and areas of alignment with best practices. • Note any areas of concern or material discrepancies.
• Provide recommended edits or refinements to improve accuracy and clarity. • Meetings and Coordination
Harris will participate in up to two virtual meetings:
• One meeting with City staff to present and discuss our findings. • One joint meeting with City staff and the applicant team to support discussion, clarification, and any necessary revisions to the FIA.
Harris has prepared the following not to exceed time and materials fee to complete a peer review of the fiscal impact analysis and prepare a memorandum summarizing the results of our review and any recommended changes. Our fee includes time for attendance at one Teams meeting to discuss the memo.
Deliverables: Peer review memorandum
PROJECT SCHEDULE
Harris will work with the City on a timeline that works for the City for each peer review. It is anticipated that Harris will be able to provide the peer review memorandum within one month of each kickoff meeting.
