RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE IMPROVEMENT AGREEMENT FOR UNION RANCH TRACTOR SUPPLY AND DUTCH BROS OFFSITE IMPROVEMENTS; APPROVING A BUDGET APPROPRIATION OF $350,000 IN THE DEVELOPMENT MITIGATION FUND – INFRASTRUCTURE SUPPLEMENTAL PROGRAM (FUND 250); AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO SIGN AND TAKE ALL NECESSARY STEPS TO EFFECTUATE THE AGREEMENT WHEREAS, the Union Ranch Tractor Supply and Dutch Bros project (Project) was approved by City Council on April 7, 2026; and WHEREAS, in accordance with the City of Manteca Municipal Code, Title 16, California Gold Development Corporation (Developer), developer of the site has presented to the City Council of the City of Manteca the Improvement Agreement for the Project offsite improvements; and WHEREAS, in accordance with the Manteca Municipal Code, Title 16, Developer will post the required sureties in the amounts specified in the Reference Data section of the Improvement Agreement; and WHEREAS, the Project is conditioned to construct a traffic signal at the intersection of Union Road and the Project’s northern driveway, which will also service the commercial driveway on the west side of Union Road, in accordance with the Union Ranch Specific Plan; and WHEREAS, to promote the development of these vacant parcels and incentivize economic growth, the City agreed to cost share the installation of this traffic signal with the Developer; and WHEREAS, the Developer solicited bids and staff have reviewed the bids and recommend the City’s proportionate share to be $350,000, which is a cap to be paid from the Development Mitigation Fund (Fund 250); and WHEREAS, an appropriation of $350,000 in the Development Mitigation Fund – Infrastructure Supplemental Program (Fund 250) is recommended for the City’s cost share of the traffic signal installation; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council does hereby approve the Improvement Agreement for Union Ranch Tractor Supply and Dutch Bros offsite improvements.
The City Council hereby approves a budget appropriation of $350,000 in the Development Mitigation Fund (Fund 250).
The City Council does hereby authorize the City Manager or designee to sign and take all necessary steps to effectuate the agreement on behalf of the City of Manteca and authorizes the City Clerk to attest thereto and impress the official seal upon the same.
This Resolution shall take effect immediately upon adoption.
