RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACCEPTING THE FISCAL YEAR 2025 ASSISTANCE TO FIREFIGHTERS GRANT (EMW-2025-FG-01350) IN THE AMOUNT OF $952,072.72 FOR PARAMEDIC TRAINING AND RELATED STAFFING BACKFILL, APPROVE APPROPRIATIONS IN THE FIRE GRANTS FUND (FUND 120) AND MEASURE Q FUND (FUND 105), AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE GRANT-RELATED DOCUMENTS.
WHEREAS, the Federal Emergency Management Agency (FEMA) has awarded the City of Manteca federal funding through the Fiscal Year 2025 Assistance to Firefighters Grant (AFG) program, award number EMW-2025-FG-01350; and WHEREAS, the award provides federal funding in an amount not to exceed $952,072.72 for paramedic training and related staffing backfill; and WHEREAS, the approved project includes tuition and fees for ten Manteca Fire Department personnel to attend paramedic school and staffing and backfill while they attend training; and WHEREAS, the total approved project budget is $1,047,280.00, consisting of $171,400.00 for tuition and fees and $875,880.00 for staffing and backfill, including a required non-federal City contribution of at least $95,207.28; and WHEREAS, the grant period of performance is September 28, 2026, through September 27, 2028; and WHEREAS, the City must accept the award through the FEMA Grants Outcomes (FEMA GO) system before requesting or receiving federal funds; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and they establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby accepts the Fiscal Year 2025 Assistance to Firefighters Grant, award number EMW-2025-FG-01350, in an amount not to exceed $952,072.72 in federal funding for paramedic training and related staffing backfill over the two-year period of performance.
The City Council acknowledges the required non-federal contribution of at least $95,207.28 toward the total approved project budget of $1,047,280.00.
The City Council hereby approves revenue and expenditure appropriations in the amount of $952,073 in Fire Grants Fund (Fund 120) and an expenditure appropriation of $95,208 in the Measure Q Fund (Fund 105).
The City Manager or designee is hereby authorized to accept the award through FEMA GO, execute all grant-related documents, and take all necessary actions to carry out the purpose and intent of this Resolution.
This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 6th day of October 2026, by the following vote:
