RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACCEPTING A GRANT FROM THE STATE OF CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL’S ABC-OTS GRANT PROGRAM IN THE AMOUNT OF $25,000 FOR FISCAL YEAR 2026-2027; AUTHORIZING $25,000 REVENUE AND EXPENDITURE APPROPRIATIONS IN THE POLICE GRANTS FUND (FUND 150); AND AUTHORIZE CHIEF OF POLICE STEPHEN SCHLUER TO SIGN SAID AGREEMENT WHEREAS, the City of Manteca desires to undertake the ABC-OTS Fund Grant program administered by the Department of Alcoholic Beverage Control in the amount of $25,000 for the project term of October 1, 2026, through August 31, 2027; and WHEREAS, the Manteca Police Department will use these grant funds to support alcoholprevention and enforcement programs, including Minor Decoy and Shoulder Tap operations, the IMPACT education program for licensees, and targeted holiday enforcement efforts.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby accepts the grant from the State of California Department of Alcoholic Beverage Control ABC-OTS Program and authorize revenue and expenditure appropriations of $25,000 in the Police Grants Fund (Fund 150).
The City Council agrees that the Chief of Police of the City of Manteca is authorized to execute on behalf of the City Council a contract, including any extensions or amendments thereof and any subsequent contract with the State in relation thereto.
The City Council agrees that any liability arising out of the performance of this contract, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and ABC-OTS disclaim responsibility for any such liability.
The City Council agrees that this award is not subject to local hiring freezes.
This Resolution shall take effect immediately upon its adoption.
