RESOLUTION R2026-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACCEPTING ALL IMPROVEMENTS FOR TRAFFIC SIGNAL UPDATE PROJECT CIP NO. 17058 HSIPL-5242(034) AS COMPLETE; AUTHORIZING THE CITY CLERK TO FILE THE NOTICE OF COMPLETION; AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION.
WHEREAS, the Highway Safety Improvement Program (HSIP) is a federal grant program that funds transportation-related safety projects that requires a local agency match of ten percent (10%); and WHEREAS, the City of Manteca (City) received $3,035,000.00 in HSIP construction funding for the Traffic Signal Update Project, CIP No. 17058 HSIPL-5242(034) (Project) which includes upgrading existing traffic signal hardware and software, including, but not limited to, traffic signal cabinets, traffic signal controllers, 14 battery backup systems, signal heads with yellow retroreflective borders, preemption systems, signal timing optimization, and the development of interconnect functionality at 47 intersections; and WHEREAS, on December 17, 2024, the City council awarded the construction contract to St. Francis Electric, LLC in the amount of $3,992,700.00 with the local agency funding from the City’s local SB1 and LTF transportation funds; and WHEREAS, the Project was constructed in general conformance with the conformed plans and specifications and included a total of five construction contract change orders (CCOs) that resulted in a collective Project cost increase of $194,842.75 and paid from local transportation funds; and WHEREAS, the final construction cost for the construction contract to St. Francis Electric, LLC is $4,187,542.75, and the contractor has signed the final payment certification (Attachment 3); and WHEREAS, there is a 5% retention totaling approximately $209,377.13 that will be released to the Contractor no sooner than 45 days after filing of the notice of completion; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establishes the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby accepts all improvements for the Traffic Signal Update Project CIP No. 17058 HSIPL-5242(034) as complete.
The City Council hereby authorizes the City Clerk to file the Notice of Completion.
The City Council hereby authorizes the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
