The Grand Jury needs representatives from all demographics and areas of Judith House
the County to serve on the Jury for a one-year term. The Grand Jury is Patricia Jepsen asking each City Council to help their residents become more cognizant of the role of the Grand Jury by declaring February 2024 as Kern County Todd Lucas

AWARENESS MONTH IN THE CITY OF MARICOPA
The purpose of this letter is to ask the City of MARICOPA to proclaim February 2024 as Safely Surrender Baby Awareness Month and to advise the community of the importance of the Safely Surrendered Baby Law.
The Safely Surrendered Baby Law responds to the increasing number of newborn infant deaths due to abandonment in unsafe locations. First created in January 2001, the law's intent is to save the lives of newborn infants at risk of abandonment by encouraging parents or persons with lawful custody to safely surrender the infant within 72 hours of birth, with no questions asked. In Kern County there have been 98 babies Safely Surrendered since 2006.
In Kern County, a newborn baby can be safely surrendered into the hands of any hospital emergency room or Fire Station staff. The Safely Surrendered Baby Coalition, under the coordination of the Department of Human Services, works to educate Kern County residents about this important law. The coalition is made up of a small group of dedicated individuals representing a long list of agencies, non-profits, hospitals, and stakeholders, including First 5 Kern, Ridgecrest Regional Medical Center, Kern County Fire Department, Kern Medical, Mercy & Memorial Hospitals, & Adventist Health to name a few.
Therefore, we request that you proclaim February as Safely Surrendered Baby Awareness Month, prepare a proclamation and make presentation at your City Council Meeting on Tuesday, February 27, 2024 at 6:00 p.m.

RE: Public Convenience or Necessity
23958.4 CA Business & Professions Code
Designation of Subordinate Officer or Body
To Whom It May Concern:
Pursuant to Section 23958 of the California Business and Professions Code (BPC), the Department of Alcoholic Beverage Control (ABC) shall deny an application for a license if issuance would result in or add to an undue concentration of licenses. Section 23958.4 BPC defines what constitutes an "undue concentration" of ABC licenses.
Section 23958.4 further states, with respect to certain license types, e.g., off-sale (types 20,21), public premises (types 42,48), and certain club-type licenses (types 50,51,57), the Department may issue said licenses if the local governing body, or its designated subordinate officer or body. determines that issuance of the license would serve a public convenience or necessity (PCN).
In accordance with the above, the Department of Alcoholic Beverage Control (ABC) is requesting that the local governing body for each jurisdiction complete the applicable section below. With this information the Department will be able to assist our customers with the Public Convenience or Necessity (PCN) process, including but not limited to, which entity to contact for a PCN determination. Please complete one of the below sections and return to the Department of Alcoholic Beverage Control (ABC) so our records may be updated with current information.

AGENDA ITEM
TITLE: Request From Maricopa Unified School District (MUSD) Seeking City Support for its Community Schools Grant PROPOSED BY: Eric G. Ziegler
MEETING DATE: January 24, 2024
RECOMMENDATION
Motion to Authorize Letter of Support for Maricopa Unified School District Community Schools Grant Application
BACKGROUND
Attached hereto is a request from the Maricopa Unified School District soliciting City support for its California Community Service Schools Program (CCSP) grant application in the amount of $2.6 million.
The correspondence includes an explanation of the programs/services being contemplated should the grant be awarded. The specific request for city support is for the community services described in the grant proposal, all of which will benefit residents of the City of Maricopa as well as those of the larger MUSD. It also seeks Council in concept for proposed replacement of existing MUSD signage at the corner of Stanislaus Street and CA Highway 166 with a digital community programs and events type of sign.
Staff typically recommends cooperative efforts between the city and other public agencies to the extent that the cooperation being sought is not inherently injurious to the city. For this reason, staff recommends that Council authorize a Letter of Support for Maricopa Unified School District Community Schools Grant Application.
Any signage ultimately constructed will be required to comply with applicable city ordinances. Since the location of any such sign will presumably be on city-owned property, various issues concerning size, location, use of sign and other details will be negotiated should MUSD be awarded the grant being sought.

RE: City support for Maricopa School District - Community Schools Grant Mr. Ziegler,
The Maricopa School District is preparing to submit a grant application to the State of California for participation in the California Community Schools Program (CCSP). The grant, if funded, would provide $2,600,000 over a five-year period.
These funds would be used to bring services to the school district and the greater Maricopa community. The District is designing a community program to include wrap around services of medical, dental, and vision care. Further, the program would bring a dedicated social worker, increased counseling support for the students and families. Increased opportunities to partner with Taft College for GED and ESL classes for Maricopa residents would also be targeted within this grant.
Of a specific note, increased communication to our families and the residents of Maricopa is highlighted in the grant. Toward this goal, it is hoped that the City and the District can partner to improve the signage that currently exists at the corner of Stanislaus Street and Highway 166. It is our understanding that the City plans to improve and increase the park that resides at this corner. To improve communication, we would like to consider the addition of a new monument sign with LED panel that would provide notification to the community of upcoming City and school district events as well as service announcements.
The City support of this grant would be helpful as it is considered by the State reviewing agency determining awards. If the council is so inclined, a letter stating this support would be appreciated.
Please let me know if you have any questions or ideas. I look forward to working with you.
Sincerely,
Michael Coleman

The City Council of the City of Maricopa, acting at the regularly scheduled meeting of Tuesday, January 24, 2024, has expressed its support for the Maricopa Unified School District's (MUSD) California Community Service Schools Program (CCSP) grant application.
The Council believes that the services described in your correspondence of January 17, 2024 and included in more detail in the CCSP grant proposal will be of substantial benefit to disadvantaged residents of the City of Maricopa as well as to disadvantaged residents of the larger MUSD.
Moreover, the Council supports in concept the proposed replacement of existing MUSD signage at the corner of Stanislaus Street and CA Highway 166 with a digital community programs and events type of sign. This particular feature of the application is particularly timely since the city is in the process of rehabilitating certain parks and recreation facilities and constructing additional facilities adjacent to the current outdated signage which we believe will favorably impact location and construction of a community digital sign.
The Council also believes that construction of a new digital sign will heighten the awareness of residents of our community to the many serves offered through both MUSD and the city.
Should you require additional assistance from the city in advancing the Maricopa Unified School District's CCSP grant proposal, please feel free to contact us at your convenience.
