BACKGROUND
On Thursday, August 1, 2024, staff released a Bid Solicitation package soliciting lump sum bids for all labor and materials to remove and Dispose of 1,925 Linear Feet of Existing Perimeter Fencing, one (1) 15'x6' double swing gate and one (1) 3'x6' walk gate and hardware associated therewith and installation of 1,925 Liner Feet of security chain link fencing including all prep work and light grading of terrain as needed, and associated hardware including one (1) 4'x8' walk gate and one (1) 30'x8' manual roll gate with V-Track set in concrete pad and with two (2) strands barbwire and 18" razor ribbon above the fencing and gates at the City's sewer ponds located on California State Highway 166, Legal Description- Section 7, Township 11, Range 23 & APN#230-300-02-00-3. A copy of the full solicitation is attached hereto.

Staff believes that the structural integrity of the existing perimeter fence around the sewer ponds, is not adequate in preventing individuals from entering without authorization, and could possibly be a liability if not sufficiently enclosed.

The project will be funded with covid money, which is an approved project under the Project & Expenditure Report User Guide, under Expenditure Category #5:18 "Water and Sewer- Other" At the close of bids at 4 p.m. Monday, September 9, 2024 all bids were opened and publicly read in the City Hall Conference Room, 400 California Street, Maricopa, CA.. At that time, a total of 8 bids were received with a bid range from $307,000-68,000. A copy of the bid summary sheet is attached hereto.

Staff has checked Contractor's License, Workers Comp and DIR which are all current and up to date.

The low bidder for this project is S&B Sons, Inc., of Bakersfield at a bid of $68,000.

Staff recommends that Council award the bid for this project to S&B Sons, Inc., in the amount of $68,000 and authorize a contingency allowance of 10% equal to an additional $6,800; and authorize Mayor and City Clerk to execute documents associated with the said project.

Sewer Collection System and Headworks Improvements Project - PG&E Improvements Dear Eric,
This letter shall provide a description of the Pacific Gas and Electrical (PG&E) scope of work for the Sewer Collection System and Headworks Improvements Project (Project). The wastewater treatment facility (WWTF) currently has two 25 kVA (50 kVA total) transformers mounted on a pole adjacent to the existing treatment facility with a 200-amp main breaker panel installed within the treatment facility boundary. Therefore, the existing main breaker panel is only utilizing approximately 120 amps (50 kVA) of the available 200 amps. existing surface aerators (See Plans Attached). The addition of the new headworks screening facility and influent pump station will increase the electrical loads being applied to the system. The existing surface aerators are being swapped out with identical size motors, therefore there will not be any additional electrical loads applied via this improvement.

As we are increasing the total electrical loads for the system, PG&E will need to perform a transformer upgrade.

When the WWTF was originally constructed, PG&E was informed of the total 200-amp main breaker panel and PG&E upsize the transformer. For this reason, there are expected to be little to no expenses in regard to the transformer upgrade. Any expenses incurred for the replacement of the transformer are all refundable through the CWSRF Grant and there is sufficient funding in contingency to cover any and all expenses.

Additional site improvements are being constructed as part of this Project. One of the additional improvements is the expansion of the treatment ponds (See Plans Attached). As the treatment ponds are being widened, the existing location for the PG&E power pole and service are no longer feasible. The proposed Project proposes the replacement and relocation of the PG&E power pole to be adjacent to the new headworks facility. By relocating the pole, it ensures longevity of the PG&E electrical infrastructure and reduces electrical costs to connect the new equipment to the PG&E power grid. The replacement and relocation of the PG&E power pole is included in the contractor's scope of work and PG&E will swing the main power wires to the newly replaced/relocated pole free of charge. If any expenses are incurred during the replacement/relocation of the power pole, they are refundable through the CWSRF grant and there is sufficient funding in contingency to cover any and all expenses.

Alfonso Manrique

Dear Alfonso Manrique,
We at PG&E sincerely appreciate your business. This letter describes the Applicant Design Option provision of PG&E's Gas and/or Electric Rules 15 and 16. A copy of Gas and/or Electric Rule 15 and 16 can be obtained at http://www.pge.com/tariffs/ or by contacting me at the number shown below.

Under the Applicant Design Option provision of PG&E's Gas and /or Electric Rules 15 and 16, you have a choice to design that portion of the new service extension normally designed by PG&E. Under this selection, you or your contractor would be responsible to design the installation of the gas and/or electric facilities within the PG&E specified project boundaries in accordance with PG&E standards. PG&E tariffs also require the designed product to be signed and stamped by a Registered Professional Engineer (PE). If you should desire to review PG&E's Applicant Design guidelines, they are available upon request.

Should you select this option your Design Credit for the Electric job is $1429.87.

Please email or contact me confirming your choice for Electric design. I look forward to working with you towards the successful completion of your project.

Sincerely,
Terry Thomas
