Location: Gusher Hall, 271 California Street, Maricopa, CA 93252 I. Pledge of Allegiance, Moment of Silent Meditation, Call to Order Mayor Morse called the meeting to order at 6:00pm followed by the flag salute.

a. Report by Public Safety/Sherriff Department/Fire Department Sgt. Romo of the Sheriff’s Dept. brought up the situation with the loud music and stated after 1 warning they will get a citation.
b. City Clerk Wendy Harrison - Absent

d. City Administrator Ziegler - None
e. City Attorney Alan Peake - None
f. City Council Member – Council Member Albright brought up still wanting crosswalks and the city council stipends.
Council Member Crump stated there is no new info. from Kern COG.

a) Adopt Ordinance Entitled An Ordinance of the City Council, of the City of Maricopa Amending Chapter 13.12 City of Maricopa Municipal Code Regarding Mandatory Sewer Connections By Amending Section 13.12.015 Thereof.
Administrator Ziegler explained the reason for amending the ordinance.
RECOMMENDATION
Motion to Adopt an Ordinance Entitled An Ordinance of the City Council, of the City of Maricopa Amending Chapter 13.12 City of Maricopa Municipal Code Regarding Mandatory Sewer Connections By Amending Section 13.12.015 Thereof.
Council Member Crump motioned to adopt the Ordinance Amending Chapter 13.12 of the Maricopa Municipal Code, Council Member Albright second.

b) Approve agreement Between City of Maricopa and Realty Planners Group, Inc. Services for Community Planning Services re Update of General Plan Housing Element (6th Cycle), Fair Housing Analysis and Related Ordinances, Policies and Guidelines; Authorize Mayor and City Clerk to Execute Agreement on Behalf of City.
Administrator Ziegler explained that the state requires us to update our Housing Element.
RECOMMENDATION
Motion to Approve agreement Between City of Maricopa and Realty Planners Group, Inc., for Community Planning Services re Update of General Plan Housing Element (6th Cycle), Fair Housing Analysis and Related Ordinances, Policies and Guidelines; Authorize Mayor and City Clerk to Execute Agreement on Behalf of City.
Council Member Crump motioned to approve the agreement between the City of Maricopa and Realty Planners Group, Inc., to update the Housing Element, Council Member Albright second.

c) Discuss/Approve Medicare Parts B & D Reimbursements for Qualifying Employees
Administrator Ziegler explained the situation of employees turning 65 and their health insurance being stopped, while the other employees are still being covered.
RECOMMENDATION
Motion to approve Medicare Parts B & D Reimbursements for Qualifying Employees.
Council Member Crump motioned to approve reimbursements of qualifying employees of Medicare Parts B & D, Council Member Albright second.

4 d) Discuss Reimbursement for Dump Fees for Proposed Community Cleanup Program
Mayor Morse explained the situation of the Community Clean up Program.
Attorney Peake stated what needed to be done.

e) Information/Discussion re Night with Santa Community Event Council Member Crump stated that the VFW might not be doing Nite with Santa in a couple years and that we might think of doing it again.

XI. New Business – Administrator Ziegler stated that the rat at City Hall had been caught. He also stated that Attorney Peake found errors in the RFP contract that was awarded for the Sewer Ponds Fencing Project, so it will have be sent out for bid again.
XII. Council/Staff Items - City Treasurer Horn apologized for late financials for August.
Council Member Albright brought up situation with the cross- walks and also the website is unacceptable.
Mayor Morse had concerns about the sidewalk at Hazelton St. and Hwy. 166 that Cal Trans took out and they don’t plan on replacing it. Also, an update on the Pumptrack, they will start work 11/18/2024.
