AGENDA ITEM
TITLE: Appoint Representative to Kern Council of governments (KernCOG) PROPOSED BY: Eric G. Ziegler
MEETING DATE: January 14, 2025

RECOMMENDATION

1. Appoint one City Council member to serve as the city's representative to the KernCOG governing board

2. Appoint one City Council member to serve as alternate representative to KernCOG board,

BACKGROUND
The Kern Council of Governments (KernCOG) is a Joint Powers Authority. KernCOG members include the eleven incorporated cities of Kern County as well as the county itself. Each participating agency has a representative on the KernCOG governing board. These representatives are appointed by the city council of each member city and by the county board of supervisors.

Functionally, KernCOG is a multijurisdictional planning agency, the purpose of which is to coordinate transportation planning on a regional basis. KernCOG also administers extensive grant funds including Transportation Development Act (TDA) funds on behalf of member agencies.

As the federally-designated Metropolitan Planning Organization and the state-designated Regional Transportation Planning Agency for Kern County, KernCOG is responsible for developing and updating a variety of transportation plans and for allocating the federal and state funds to implement them.

Although regional transportation planning is its primary role, Kern COG also functions as the state-designated Census Date Center Affiliate for the Kern Region and the Kern Motorist Aid Authority, which operates emergency call boxes on county highways; and provides leadership in the development of geographic information systems in local government.

Former Council Member Crump was the city's representative to the KernCOG board with former Council Member Albright as alternative.

Given the November 5, 2024 election and new Council Members being elected, it is appropriate for Council to appoint a member to serve as the city's representative to Kern COG as well as to designate a member to serve as alternate in the event the city's representative is unable to attend one or more KernCOG meetings.

KernCOG meets in the evening at 6:30 on the third Thursday of each month in the Kern COG office in Bakersfield.
