Motion to Approve Plans and Specifications and Authorize Call for Bids re City of Maricopa City Park Expansion (California Department of Parks and Recreation Grant Contract C9801018 Project No. SW-15-004) and City of Maricopa Park Beautification and Rehab Project (Clean California Local Grant Funds Agreement No. CCL-5201-001); Authorize Mayor and City Clerk to Execute Documents Related Thereto on Behalf of the City
BACKGROUND
In October, 2021 Council awarded a contract for design and construction management of this project to BHT Engineering of Bakersfield. This proposal is a call for bids for the remainder of construction of the full park project as amended by the Council earlier this year. Included with this item are final construction plans and specifications for construction and completion of the park project as a whole. Copies of these documents are on file at Maricopa City Hall for public review.
At this time, it is appropriate for Council to review the documents and to favorably consider a Motion to Approve Plans and Specifications and Authorize Call for Bids re City of Maricopa City Park Expansion (California Department of Parks and Recreation Grant Contract C9801018, Project No. SW-15-004) and City of Maricopa Park Beautification and Rehab Project (Clean California Local Grant Funds Agreement No. CCL-5201-001); and to authorize Mayor and City Clerk to Execute Documents Related Thereto on Behalf of the City Once these documents have been approved, staff will initiate the call for bids. Barring complications, staff expects construction of the Park Expansion and Rehabilitation Project to begin December 1, 2025 and completed by the end of August 2026, with a project completion time of 180 days, and filing required notice of completion by September 2026.

BACKGROUND
The West Kern Adult Education Network (WKAEN) is a state-funded program providing support for adult education in West Kern. Since 2014, WKAEN has partnered with various organizations and businesses forming a broader consortium. In the Spring of 2016, the West Kern Adult Education Network officially opened its doors at the Historic Taft Fort with the vision: "The consortium will ensure that all residents have access to sufficient and effective resources, training, and support required to meet community needs for high school equivalency, literacy, English as a Second Language (ESL), and citizenship education." WKAEN has a host of many programs, including CTE (Workforce Training) ESL (English as a second language) GED (Spanish and English), and WIOA (The Workforce Innovation and Opportunity Act), a program designed to help young job seekers (ages 18-24) to access employment, education and training while matching employers with skilled workers in an employment / work training relationship.
In order to help clearly understand the program and its benefits to the city as it applies to Maricopa, Shannon Salazar a representative of WKAEN has agreed to make a presentation to City Council and to other community members wishing to attend.
Attached hereto is information from WKAEN re the organization and its activities.
