PROPOSAL FOR SERVICES
Grant Contract C9801018, Project No. SW-15-004

OVERVIEW
Upland Construction is pleased to submit this proposal to provide our services in the management of Construction to the City of Maricopa for its new Bicycle Pump Track as well as future additional park improvements and more. It is our hope that the qualifications represented in this proposal will match the needs in which the City is looking for.

Project Goals
• Ensure Projects) are completed per the approved Grant Scope, guidelines and scheduling requirements. • Maintain organized and accurate project files including, but not limited to daily reports, schedules, communications, grant specific documentation etc.
• Maintain a clear line of communication with the Grant Representatives), the City and the Contractor throughout the progression of the Projects).
• Ensure that each project is completed in a manner that will provide the City with a quality product in which the City can move forward to maintain in the most efficient way possible.

Project Understanding
From the Request for Qualification Documents provided, our team has discussed and developed what we believe would be the best course of action if we were chosen to work with the City.

If chosen, we would direct our attention to this project immediately. Our initial focus would be to work with the Project Coordinators both on the City end as well as the Grant end to determine the current status of the project/funding and to introduce ourselves to all of the active partners. From our research, it appears we would be working with Juliann Coronado and/or Melinda Steinert from the California Department of Parks and Recreation on this Project. These contacts would be crucial and would be consulted with often to ensure compliance with the grant guidelines.

Since time is always of the essence with Grant Funded Projects, we would work together with all of the Project Partners to develop a realistic timeline for the Project in order to deliver the Project in the most efficient way possible.

Next, we would reference Grant Administration guide going forward. This guide would serve as a handbook for us to follow and would allow us to assist the City with streamlined payment requests from the State as well as a guide for the records retention required for a potential future audit and more. These guidelines ultimately would allow us to provide the City with a streamlined project and leave behind the proper documentation as required by the Grant itself to ensure that there are no hiccups in the process of Project implementation, closeout or post-construction audit.

In addition to providing complete project management in terms of the grant guidelines and scheduling requirements, we are also equipped to handle the construction stakeout, preparation and erection of the project sign, construction site meetings and all of the additional items listed under the scope of work for the Project. 1 The Team

Subconsultants
Throughout our past experiences, we have had the fortunate ability to Contract and Consult with various firms, Contractors and utility providers. For this particular Project we have two subconsultants in mind that would likely be required for consultation.
• Geotechnical Consultant:
• For Geotechnical Consultation we would utilize Krazan and Associates. They can provide services in regards to construction materials testing or even geotechnical investigation if needed. • Fencing/SWPP/Portables:
• We often consult with Amerivet Contracting for assistance with Stormwater Pollution Protection (SWPP) implementation, portable restroom services, site fencing services, equipment rentals etc. 2 We are not sure at this point if they would be necessary on this Project, but felt it would be important to note them. It is also worth noting that Amerivet is a DBE, DVBE, MBE Company. • Biological Survey
• Depending on the scope of the Pre-Construction Biological Survey we have a few different firms we could utilize, but we would likely utilize (depending on scheduling) McCormick Biological out of Bakersfield, CA which is a WBE.
