TITLE: Adopt Resolution Entitled Resolution of The City Council of the City of Maricopa Amending Certain Personnel Policies and Procedures Governing Employees of the City of Maricopa by Adding a Policy on Bereavement Leave
PROPOSED BY: Eric G. Ziegler
MEETING DATE: January 13, 2026
RECOMMENDATION
Motion to Adopt A Resolution of The City Council of the City of Maricopa Amending Certain Personnel Policies and Procedures Governing Employees of the City of Maricopa by Adding a Policy on Bereavement Leave
BACKGROUND
Chapter 2.40 of the Maricopa municipal Code as it now exists adopts a statutory Personnel system for the City of Maricopa. A portion of that system authorizes Council to adopt personnel policies and procedures by resolution.
Council adopted fairly comprehensive Personnel rules and regulations by resolution in 2019.
For whatever reason, those policies failed to address the matter of Bereavement Leave for city employees.
Attached hereto as Exhibit A is a proposed Bereavement Leave policy prepared by the City Attorney. The proposed policy is consistent with directions of the Council in November, 2025. As it turns out, state law also addresses the matter of Bereavement Leave. Thus, the City Attorney has conformed the proposed policy attached hereto with current law as well as with Council direction.
Staff recommends that the proposed policy entitled Bereavement Leave attached hereto as Exhibit A to Resolution Procedures Governing Employee or the Coyot alcot My Adding a only on Brain Preter lies and be adopted as presented

TITLE: REQUEST BY MARICOPA VFW POST 11012 TO EXTEND CURRENT USE OF GUSHER HALL (271
CALIFORNIA STREET, MARICOPA, CA) FOR MONTHLY VFW MEETINGS AND FOOD DISTRIBUTION AND WAIVE ALL ASSOCIATED RENTAL FEES FOR APPROXIMATELY 6 MONTHS BEGINNING JANUARY 1, 2026 PROPOSED BY: Eric G. Ziegler
MEETING DATE: JANUARY 13, 2026
RECOMMENDATION:

CALIFORNIA STREET, MARICOPA, CA) FOR MONTHLY VFW MEETINGS AND FOOD DISTRIBUTION AND WAIVE ALL ASSOCIATED RENTAL FEES FOR APPROXIMATELY 6 MONTHS BEGINNING JANUARY 1, 2026
BACKGROUND
On July 8'h, 2025 Council granted the request by VFW Post 11012 the use of Gusher Hall @ (271 California Street, Maricopa, Ca) for their monthly VFW meetings, and monthly food distribution for approximately 4-6 weeks while they were in the process of replacing their current building.
On January 5, 2026, Chris Winfrey, Sr. Vice Commander of Post 11012 sent a letter requesting an extension for a 6-month period in the continued use of Gusher Hall for their monthly meetings and food distributions, as they are still currently working on their new building.
Monthly VFW meetings are generally held on the 2nd Thursday of the month at 6:00pm and monthly food distributions are held twice a month with a various schedule. For January 2026, food distribution will be January 12t and 13'h and for February will be February 11th and 12'h. In the following months after February, VFW will keep in contact with the city in regards to the food distribution schedule.
The VFW will also continue to provide proof of liability insurance naming the "City" as additionally insured throughout the duration of the use of building.
The VFW Calendar of events will not interfere with the business of City Hall or its routine activities.
Should Council elect to grant the VFW their request, a favorable motion would be in order to allow the Maricopa VFW post 11012 the use of Gusher Hall for monthly VFW meelings and Food Distribution and waive all associated rental fees for approximately 6 months beginning January 1, 2026.
Re: Continued use of Gusher Hall
Good afternoon Ma'am,
My name is Chris Winfrey, Sr. Vice Commander of Post 11012, and I am writing to ask that we be able to extend our current use of Gusher Hall as we have been for a 6-month period, ending in June of 2026. We are currently working on getting a new building placed at our address here in town and hope to be completed well within that window.
Thank you
