AGENDA ITEM
TITLE: REVIEW/DISCUSS/ADOPT RESOLUTION RE-ADOPTING ANNUAL BUDGET FOR THE CITY OF MARICOPA FOR FISCAL YEAR 2026 - 2027
PROPOSED BY: Eric G. Ziegler
MEETING DATE: June 30, 2026

RECOMMENDATION
Review/Discuss/Re-Adopt Annual Budget of the City of Maricopa for Fiscal Year 2026-2027; To Re-Adopt the existing Budget, for FY 2026-2027. it is appropriate to favorably consider a motion to adopt a resolution entitled A Resolution Of The City Council Of The City Of Maricopa Re-Adopting Annual Budget For Fiscal Year 2026-2027 And Appropriating Funds Therefor
Should Council wish to affirm the FY 2026-2027 as adopted in June 2025, no action is necessary in which case last year's adopting resolution remains in place and the FY 2026-2027 budget remains unchanged

BACKGROUND
This item is continued from the Adjourned Regular City Council Meeting of Tuesday, June 23, 2026 In June, 2025 Council adopted a two-year budget for the City of Maricopa for Fiscal Years 2025 - 2026 and 2026- As in years past, the figures contained those budgets represented a realistic projection of both revenue and expense in all but Grant Funds for the impending fiscal year(s).

These projections are based upon a review and evaluation of the city's actual revenues and expenses in the current year and in prior years to the extent such records are available as well as on what staff believes are reasonable projections for both revenues and expenses in the impending fiscal year.

For the past several years, the city's budget has remained relatively static with little change in revenue; expense has increased modestly during that time. However during this time the city has maintained a balanced budget because of its conservative projections and prudent management of available resources. Additionally, for the past several years, the city has been debt-free other than the existing inter-fund loan between the Refuse Fund and the Sewer Fund Staff notes that in most instances, adoption of an annual budget resolution also includes adoption of a resolution declaring the city's appropriations limit (also called it's Gann limit) as required by Article XIII B of the California Constitution. Unfortunately, the city has failed to comply with this requirement in years past and neither staff nor the city's auditors are currently able to reconstruct the data necessary to compute the Gann limit, at least in the short Council wish to affirm the FY 2026-2027 budget as it currently exists, no action is required. Should Council wish to amend the currently adopted budget, it is appropriate to direct staff to incorporate the desired amendments into the existing budget and, at a subsequent meeting, to favorably consider a motion to adopt a resolution entitled A Resolution Of The City Council Of The City of Maricopa Re- Adopting Annual Budget For Fiscal Year 2026-2027 And Appropriating Funds Therefor
