AGENDA ITEM
TITLE: Request from Council Member James Owens to Excuse Absences from the Regularly Scheduled Meeting of Tuesday, June 23, 2026, Adjourned Meeting June 30, 2026 (Adjourned from June 23, 2026 meeting) and Special Meeting of June 30, 2026, due to work obligations requiring him to be out of town.
PROPOSED BY: Council Member James Owens
MEETING DATE: July 28, 2026
RECOMMENDATION
No recommendation by staff.
If the Council determines it is appropriate to excuse absences, it would be appropriate to make a motion to excuse absences arising from work obligations that required Council Member Owens to be out of town for the Regularly Scheduled Meeting of Tuesday, June 23, 2026, Adjourned Meeting June 30, 2026 (Adjourned from June 23, 2026 meeting), and Special Meeting of June 30, 2026.
BACKGROUND
This item has been placed on the agenda at the request of Council Member James Owens, as requested during the July 14, 2026, City Council Meeting.
AGENDA ITEM
TITLE: Authorization to Advertise for and Recruit a Part-Time Administrative Assistant PROPOSED BY: Lauri Robison
MEETING DATE: July 28, 2026
RECOMMENDATION
Motion to authorize staff to advertise for and recruit a part-time, at-will Administrative Assistant position at the current California minimum wage, which as of January 1, 2026, is $16.90, not to exceed 20 hours per week.
BACKGROUND
On July 1, 2026, the City Council appointed the current Assistant to the City Administrator to serve as the Interim City Administrator. Since that appointment, the Interim City Administrator has continued to perform all of the previous administrative duties, while also assuming the responsibilities of the Interim City Administrator.
As a result, there is a need for additional administrative support to assist with the day-to-day operations of City Hall and ensure that routine administrative functions continue to be performed efficiently.
The addition of a part-time Assistant would provide support by assisting with clerical duties, customer service, records management, document preparation, and other administrative tasks as assigned.
The proposed part-time position is limited to 20 hours per week, with an estimated annual salary of $17, 576. As a part-time position, it would not be eligible for City-sponsored health insurance, paid vacation, or other full-time employee benefits. Funding for this position is available within the adopted budget due to an increase in sales tax Should the City Council determine it appropriate, staff recommends authorizing the advertisement and recruitment of a part-time, at-will Administrative Assistant position at the current California minimum wage, not to exceed 20 hours per week. Alternatively, the City Council may provide other direction to staff.

AGENDA ITEM
TITLE: Review/Discuss/Provide Direction re the Implementation of a GPS Vehicle Tracking System for City-Owned Vehicles.
PROPOSED BY: Lauri Robison MEETING
DATE: July 28, 2026
RECOMMENDATION
Discuss the implementation of a GPS vehicle tracking system for designated City-owned vehicles, including Electric vehicles and provide direction to staff regarding vendor selection and authorize the Mayor and City Clerk to execute the necessary agreement and related documents on behalf of the City.
BACKGROUND
As the City's fleet continues to be utilized for daily operations, staff has researched GPS fleet management systems to improve accountability, asset management, maintenance scheduling, and operational efficiency while providing better oversight of City-owned vehicles.
GPS fleet management systems provide real-time vehicle location, mileage tracking, idle time reporting, maintenance reminders, geofencing, and vehicle utilization data. Depending on the vendor and service selected, optional features such as in-vehicle cameras and driver behavior monitoring may also be available.
The City Council may consider the available options and provide direction to staff regarding whether to proceed with implementation, which vendor to select, and whether GPS tracking alone or GPS tracking with camera capabilities best meets the City's operational needs.
Staff obtained quotes from three vendors for GPS tracking services for the City's fleet vehicles. The proposed vehicles to receive GPS tracking devices include:
• 2008 Ford Passenger Van
• 2010 Ford F-150
• 1995 GMC - Animal Control
• 1998 Ford Ranger
• Three (3) Electric Utility Carts
Each vendor offers varying contract terms, hardware costs, and subscription pricing. A summary of the proposals is provided in Exhibit "A".
Based on the information presented, it is appropriate at this time for the Council to review the available proposals and provide direction to staff. If the City Council wishes to proceed, it may select a preferred vendor and authorize the Mayor and City Clerk to execute the necessary agreement on behalf of the City. Alternatively, if the City Council prefers a different approach, staff requests that such direction be provided so it may proceed accordingly.

Hi Laura,
Thank you for attending the product demo yesterday. It was great to connect and discuss how Motive can support the City of Maricopa.
As we discussed, our vehicle gateway provides comprehensive vehicle tracking and telematics capabilities. Key features include real-time GPS tracking and driver safety monitoring. Additionally, the gateway offers advanced diagnostics, maintenance alerts, and engine health data to help optimize your fleet operations.
To give you a better sense of how these tools work in practice, I would like to offer you a free trial to test the system out.
I have attached our literature packet as well as the draft quote for your review. This quote covers the 4 vehicles and 3 EV carts we discussed and includes our standard pricing, terms, and conditions.
Please let me know if you have any questions or if you would like to proceed with the trial.
Best regards,
Tyler Maxwell

Tips for Implementing a Driver Safety Solution
Encouraging employees to understand the value of their dash cam involves a combination of effective communication, demonstrating the benefits, and addressing any concerns they may have.
Here are some key points to keep in mind:
Highlight Safety Benefits:
• Emphasize that dash cams can enhance the safety of both the employee and the company by providing crucial evidence in case of accidents or disputes. • Explain how the footage can be used to analyze driving behavior and promote safer habits.
Insurance Premium Reductions:
• If applicable, let employees know that having a dash cam can lead to reduced insurance premiums for the company, which can have positive effects on the overall budget.
Training Sessions:
• Conduct training sessions to educate employees on the proper use and benefits of dash cams. • Address any concerns they may have about privacy, data security, or other issues.
Fleet Management Efficiency:
• Explain how dash cams can assist in fleet management by monitoring vehicle location, driver behavior, and overall operational efficiency.
• Showcase how the technology contributes to better management and maintenance of company vehicles.
Incentives and Rewards:
• Consider implementing an incentive program where employees are rewarded for responsible driving habits or for providing valuable dash cam footage. • Recognize and reward employees whose dash cam footage has contributed to improving safety or resolving incidents.
1 linxup™ If in X
linxCam A Driver Safety Solution
Privacy Assurance:
• Clearly communicate the privacy measures in place, assuring employees that dash cams are used solely for safety and operational purposes.
• Provide guidelines on when and how the dash cam should be used to respect privacy rights.
Community and Recognition:
• Create a community or platform where employees can share positive experiences, success stories, or interesting dash cam footage.
• Recognize and celebrate instances where dash cams have been beneficial to the company or individual employees.
Ease of Use:
• Ensure that the dash cam systems provided are user-friendly and easy to operate. • Offer training and support to help employees become comfortable with using the dash cams.
Feedback Mechanism:
• Establish a feedback mechanism where employees can express their thoughts, concerns, or suggestions regarding dash cam usage.
• Use feedback to make improvements and address any issues promptly.
Legal Compliance:
• Educate employees on the legal regulations surrounding dash cam usage in your region. • Clearly communicate how the company ensures compliance with privacy and data protection laws.
By incorporating these strategies, you can foster a positive attitude toward dash cams and a safety program among your employees. Effective communication, recognition, and tangible benefits will contribute to increased appreciation for dash cams as valuable tools for safety and operational efficiency.

AGENDA ITEM
TITLE: REVIEW/DISCUSS/PROVIDE DIRECTION RE THE REPLACEMENT/REFURBISHMENT OF CITY
STREET NAME SIGNS
PROPOSED BY: Lauri Robison
MEETING DATE: July 28, 2026
RECOMMENDATION
Review/Discuss, and Provide Direction re the Replacement/Refurbishment of City's Street Name Signs, Including Authorization to Proceed with Preferred Option.
BACKGROUND
During a recent city council meeting, council members expressed concerns regarding the condition, visibility and overall appearance of street signs throughout the city and requested that this item be brought back for discussion and consideration
Staff evaluated two potential approaches to improve the City's street signs. Both options would improve the City's street name signs and are eligible for reimbursement through the City's Highway Users Tax Account (HUTA) subject to applicable reimbursement requirements. According to the City's June 30, 2025 Annual Audit, there is an estimated balance of $248, 801 for street-related projects. Staff also confirmed the eligibility of street sign expenditures with the California State Controller's Office. A copy of the correspondence is included as (Attachment "E"). Public Works Labor costs associated with either option are also eligible for reimbursement through HUTA.
1. Option 1: Purchase New Street Signs
Staff solicited quotes from three vendors for the purchase of replacement street signs, posts, and associated hardware and utilize Public Works to install. (See Attachments "A-C") The following quotes were as follows:
a. Interwest Safety Supply, LLC $17,700.08
The Traffic Sign Store $24,081.20
c. SmartSign $30,097.21
2. Option 2: Refurbish Existing Street Signs
As an alternative, Public Works could paint and replace all sign posts, while using existing street name signs, to establish a uniform installation height. The estimated cost for paint and materials are approximately $1,500. (See Attachment "D")
Should the City Council determine it is appropriate, staff recommends authorizing the selected option and authorizing the Mayor and City Clerk to execute any agreements or documents necessary to implement the Council's direction. Alternatively, the Council may provide other direction to staff.

Good morning,
I have attached your quote for street name signs to this email. Let me know if you have any questions or if any changes are needed.
I assumed 10-foot square posts. Let me know if you need these to be "Breakaway" set ups, and I can add the 3-foot anchors and corner bolts to the quote.
For the brackets, I included pricing on the post top mount brackets and cross brackets with 12" Slots. 6" Slots can be used on a 9-inch-tall street blade, but 12" slots hold up better over time in heavy winds. Let me know if you'd like this changed to the 6" slot.
For the sign reflectivity, I included pricing for High Intensity Prismatic reflective sheeting. This is the most common for municipalities. We can change the reflective material to engineer grade if preferred, but engineer grade is less reflective.
I have included a sample layout for a few different styles if you'd like to look at pricing on these as well. 9" ELKHORN

Subject: RE: Quote for Street Signs
Hi Lauri,
Perforated steel square posts would be the best option in terms of cost and ease of use as they do not require special brackets for adding additional signs such as stop signs.
The breakaway system is commonly used across the US and required by most DOTs to keep drivers safe.
This is when a 3-foot, 12 Gauge (Stronger Post) is driven into the ground, then the sign post (14 Gauge) is telescoped into it since the anchor post is slightly larger than the sign post.
This set-up allows for the sign post to break when struck by a vehicle rather than stay in position and possibly harm the driver.
Below is a piece of text from the federal highway administration as well as a link for more information.
Breakaway Devices. As with the U-channel post, sleeve assemblies can be used for the base or slip couplings can be used near the base. These devices will increase the safety of a sign if it is hit and make it easier to repair. After the sign has been hit, the broken stub of the post can be removed from the base sleeve and a new sign post put back in place.

Good morning Laura Rovison,
Thank you for contacting the State Controller's Office.
HUTA and RMR/SB 1 funds can be used to replace street name signs. Decorative signs are not eligible under HUTA nor RMR. Final eligibility determination is made with an audit of the RMR and Special Gas Tax Street Fund.
Also, RMR projects list submitted to CTC should include all projects/expenses that the city is using it for. The list should be submitted to CTC. The SCO does not have authority over the project list submitted to CTC though. Only CTC can approve those.
I hope this clarifies the items below. If you have any additional questions regarding RMR, feel free to email us back.
