BACKGROUND
The Housing Element is a State-mandated element of the City's General Plan containing analysis, policies, and programs with the objective to preserve, improve, and develop housing for all economic segments of the community.
The current update covers the period 2023-2031 (Sixth Cycle) and was prepared by Issac George, Realty Planners Group, Inc., Fallbrook, California.
The attached Draft Housing Element has been prepared in accordance with State Housing Element Law and Guidelines of the State Department of Housing and Community Development Department (HCD). California State Law AB 686 created new requirements for all housing elements revised on or after January 1, 2021, to contain an Affirmatively Furthering Fair Housing (AFFH) analysis. The Housing Element includes such analyses.
Previously, the City Council conducted a public workshop to receive community input on April 1, 2025, and a public hearing on the Draft Housing Element on August 12, 2025. Subsequently, the draft was revised in consultation with the State Housing and Community Development Department, and a 7-day Notice of availability of the Revised Draft was published on the city's website on July 6, 2026, for public review, on which no public comments were received.
"The revised draft element meets the statutory requirements of State Housing Element Law (Gov. Code, § 65580 et seq), including findings described in CD's November 24, 2025 review. This finding is based on, among other items, Program AP-08 (Adequate Sites) taking effect upon adoption to make prior identified sites available to accommodate the lower-income regional housing need allocation (RHNA). The housing element will substantially comply with the requirements when it is adopted, submitted to and approved by HCD, in accordance with Government Code section 65585."
Once adopted, a copy of the Housing Element will be submitted to HCD for Certification.
II. REGIONAL HOUSING NEEDS ASSESSMENT (RHNA)
The Housing Element meets the RHNA requirements as shown in Table 5-1 of the Housing Element, as shown below:
Table 5-1: 2023-2031 RHNA Allocations by Income Category Jurisdiction Total Extremely-Low Very-Low Low Moderate Above- Moderate RHNA Income Units' Income Income Income Units
Allocation Units' Units Income Units
Maricopa 14 1 1 1 3 8
Note 1: * Extremely Low Income represents 50% of RHNA's Very Low- Income allocation. Since Very Low-Income requirement was 1, 50% of it has been rounded upwards as 1 Unit, effectively changing the RHNA allocation to 14, instead of the data provided by KCOG as a total requirement of 13 units III. QUANTIFIED OBJECTIVES
Table 7-1 of the Housing Element shows the quantified objectives, including New Construction (to match RHNA allocation), • Rehabilitation of existing units, and Conservation/Preservation of existing affordable housing stock, such as mobile homes, throughout the planning period will be prepared.
Table 7-1: Quantified Housing Objectives

Low 50 2 2 54
Moderate 322 0 322
Above Moderate 116 0 116
TOTALS 538 6 6 550
Notes:
• The "New Construction" objective (in the table above) refers to the number of new units that potentially could be constructed using public and/or private sources over the planning period, given the locality's land resources, constraints, and proposed programs. The total number of RHNA required units is only 14. • The "Rehabilitation" objective refers to the number of existing units expected to be rehabilitated during the planning period.
• The "Conservation/Preservation" objective refers to the preservation of the existing affordable housing stock throughout the planning period. To determine the number of units to be conserved, a locality could, for example, quantify the number of existing housing units that will be preserved through the provision of more stable zoning for mobile home parks or other affordable housing types.
IV. CALIFORNIA ENVIRONMENTAL QUALITY ACT COMPLIANCE
In compliance with the California Environmental Quality Act, staff recommends that the City Council find and adopt the Common-Sense Exemption per General Rule Exemption - Section 15061(b) (3) for the reason that the subject project is not likely to have any potential to cause significant effects on the environment in that the Housing Element is a policy document.
V. IMPLEMENTING ACTIONS
The new Housing Element has proposed a list of Policies and Programs as part of the Housing Plan (Chapter Eight of Housing Element), augmenting Fair Housing goals of the City. Some of the existing housing programs from the previous Housing Element Cycle are being continued. The programs are intended to bring the City's codes and housing approvals The Housing Programs contained the Housing Element are numerous, but are required by HCD to meet the letter of the law.
Considering the lack of staffing and funding resources available to the city, apply for funding from the State of California Departments of HCD, Conservation, or others for a comprehensive amendment of the General Plan Land Use Element, Zoning Code, and related other codes, and for staffing the implementation of the Housing Element. Program number LP-02 addresses this need.
VI. MONITORING
The city is required to submit to HCD Annual Progress Reports on implementation of the Housing Element.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARICOPA, CALIFORNIA, ADOPTING THE 2023-2031 DRAFT GENERAL PLAN HOUSING
ELEMENT AND CEQA EXEMPTION, AND AUTHORIZING STAFF TO SUBMIT THE
SAME TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR CERTIFICATION.
WHEREAS, the City of Maricopa has authorized the 2023-2031 update of the General Plan Housing Element, and the preparation of a Fair Housing Analysis; and WHEREAS, the Draft Housing Element and the Fair Housing Analysis were prepared in accordance with State Housing Element Law and Guidelines of the California Department of Housing and Community Development (HCD); and
WHEREAS, the City Council has conducted a workshop on the matter on April 1, 2025 and a public hearing on the Draft Housing Element on August 12, 2025, notices of which were duly published; and
WHEREAS, the Revised Draft Housing Element was published on the City's website for a 7-day period on July 6, 2026, on which no public comments were received; WHEREAS, the Revised Draft Housing Element was submitted to HCD for review, and on July 17, 2026, the City has received HCD's approval of the Revised Draft Housing Element stating that the revised draft element meets the statutory requirements of State Housing Element Law (Gov. Code, § 65580 et seq), including findings described in HCD's November 24, 2025 review; and
WHEREAS, the Final Draft Housing Element and the proposed CEQA Exemption were reviewed by the City Council at its meeting on _, notices of which was duly published on ; and
WHEREAS, The City of Maricopa's 6th Cycle (2023-2031) Housing Element builds upon and evaluates the goals, policies, objectives, and programs adopted in prior Housing Element cycles, including the 5th Cycle (2015-2023) Housing Element. Many of the policies and programs carried forward into the current Housing Element were previously analyzed under the California Environmental Quality Act (CEQA) as part of the City's General Plan and prior Housing Element updates and do not require additional environmental review at this time. All programs contained within the 6th Cycle (2023-2031) Housing Element can be reasonably determined with certainty to have no potential for causing a significant environmental effect, as they consist of policy-level planning actions that do not authorize physical development. Accordingly, these programs are exempt from CEQA review pursuant to State CEQA Guidelines §Section 15061(b)(3), commonly known as the "common sense" exemption.
In addition, it can be seen with certainty that the statutory exemption provided by CEQA Guidelines § 15283 (Housing Needs Allocation) applies to this Housing Element update with respect to RHNA. This exemption provides that CEQA does not apply to RHNA determinations
City Council Resolution - 2023-2031 Housing Element Update made by HCD pursuant to §65584 of the Government Code, as adopting the Housing Element can be seen as an action to implement a regional housing needs determination, as provided to the County by HCD. Lastly, it can be seen with certainty that portions of this Housing Element update qualify for the categorical exemption established by CEQA Guidelines § 15332 (In-Fill Development Projects).
NOW, THEREFORE, the City Council of the City of Maricopa find, determine, resolve and recommend as follows:
1. The above recitals are true and correct.
2. The City Council Hereby Adopts the Housing Element (attached hereto as Exhibit - A) and authorizes staff to submit the 2023-2031 Draft Housing Element to the California Department of Housing and Community Development for Certification.
3. The City Council hereby determines that the Housing Element Update is from CEQA review pursuant to State CEQA Guidelines §Section 15061(b)(3), commonly known as the "common sense" exemption; statutorily exempt per Section15283 (Housing Needs Allocation) pursuant to §65584 of the Government Code; and categorically exempt per Section 15332 (In-Fill Development Projects).

Laura Robison, City Manager
City of Maricopa
400 California Street
Maricopa, CA 93252
Dear Laura Robison:
RE: City of Maricopa's 6t Cycle (2023-2031) Revised Draft Housing Element Thank you for submitting the City of Maricopa's (City) revised draft housing element update that was received for review on July 15, 2026. Pursuant to Government Code section 65585, the California Department of Housing and Community Development (HCD) is reporting the results of its review.
The revised draft element meets the statutory requirements of State Housing Element Law (Gov. Code, § 65580 et seq), including findings described in HCD's November 24, 2025 review. This finding is based on, among other items, Program AP-08 (Adequate Sites) taking effect upon adoption to make prior identified sites available to accommodate the lower-income regional housing need allocation (RHNA). The housing element will substantially comply with when it is adopted, submitted to and approved by HCD, in accordance with Government Code section 65585.
As a reminder, the City's 6th cycle housing element was due December 31, 2023. As of today, the City has not completed the housing element process for the 6th cycle. The City's 5th cycle housing element no longer satisfies statutory requirements. HCD encourages the City to expeditiously adopt and submit to HCD to regain housing element compliance.
Public participation in the development, adoption and implementation of the housing element is essential to effective housing planning. Throughout the housing element process, the City must continue to engage the community, including organizations that represent lower-income and special needs households, by making information regularly available while considering and incorporating comments where appropriate. Please be aware, any revisions to the element must be posted on the local government's website and to email a link to all individuals and organizations that have previously requested notices relating to the local government's housing element at least seven days before submitting to HCD.
Laura Robison, City Manager
For your information, pursuant to Government Code section 65583.3, the City must submit an electronic sites inventory with its adopted housing element. The City must utilize standards, forms, and definitions adopted by HCD. Please see HCD's housing element webpage at https://www.hcd.ca.gov/planning-and-community- development/housing-elements for a copy of the form and instructions. The City can reach out to HCD at [email protected] for technical assistance.
Several federal, state, and regional funding programs consider housing element compliance as an eligibility or ranking criteria. For example, the CalTrans Senate Bill (SB) 1 Sustainable Communities grant, the Affordable Housing and Sustainable Communities programs, and HCD's Permanent Local Housing Allocation consider housing element compliance and/or annual reporting requirements pursuant to Government Code section 65400. With a compliant housing element, the City will meet housing element requirements for these and other funding sources.
For your information, some general plan element updates are triggered by housing element adoption. HCD reminds the City to consider timing provisions and welcomes the opportunity to provide assistance. For information, please see the Technical Advisories issued by the Governor's Office of Land Use and Climate Innovation at:
https://www.lci.ca.gov/planning/general-plan/quidelines.html.
HCD appreciates the hard work and dedication of the City of Maricopa, in preparation of the City's housing element and looks forward to receiving the City's adopted housing element. If you have any questions or need additional technical assistance, please contact Rogelio Martinez, of our staff, at [email protected].
Sincerely,
Paul McDougall

AGENDA ITEM
TITLE: Review/Discuss/Provide Direction re Public Works Maintenance Position PROPOSED BY: Mayor Morse
MEETING DATE: August 25, 2026
RECOMMENDATION
Staff recommends that the City Council review and discuss the proposed change to the Public Works Maintenance Position and provide direction to staff re the replacement of the existing full-time position with two regular part-time positions.
BACKGROUND
At the regularly scheduled City Council Meeting of August 11, 2026, Mayor Morse requested that staff prepare a cost comparison of replacing the City's existing 32-hour Public Works maintenance position with two regular part-time maintenance positions.
The existing maintenance position is compensated at $22.59 per hour and works 32 hours per week. The proposed positions would each work 25 hours per week at $20.00 per hour.
The existing position receives City-paid health insurance of $592.97 per month and dental insurance of $77.08 per month. Regular part-time employees would not receive City-paid health or dental insurance but would receive vacation and the City's 11 paid holidays on a pro-rata basis according to their regularly scheduled workweek.
COST COMPARISON
Current Position Proposed Positions
Employees 1 2
Hourly Rate $22.59 $20.00
Weekly Hours 32 50 Combined
Annual Scheduled Hours 1,664 2,600
Annual Wages $37,589.76 52,000
Health and Dental $8,040 $0
Wages + Health & Dental $45,629.76 $52,000
Under the City's pro-rata vacation policy, the proposed 25-hour employees would receive approximately 7.81, 11.72, or 15.63 vacation days, depending on years of service. The 11 paid holidays would also be provided on a pro-rata basis.
Based on wages and current employer-paid health and dental costs, the proposed positions would result in a preliminary annual increase of $6,369.64, while providing approximately 936 additional scheduled employee hours per year.
In addition to the estimated cost, the City would need to consider the recruitment and training of two part-time employees. Staff is unable to determine at this time how difficult it will be to recruit and fill the proposed 25-hour positions. The time and resources required to recruit, hire, and train two employees would also need to be considered.
This cost comparison also does not include other employer costs such as payroll taxes, workers' compensation, or applicable sick leave.
At this time, it would be appropriate to direct staff regarding whether to proceed with the proposed change, modify the proposal, or take no action.
AGENDA ITEM
TITLE: Review/Discuss/Provide Direction re Code Compliance - Proposed Full-Time Position PROPOSED BY: Lauri Robison
MEETING DATE: August 25, 2026
RECOMMENDATION
Staff recommends that the City Council review and discuss the proposed increase in hours for the Code Compliance position and provide direction to staff regarding whether to proceed with the proposed increase, modify the proposal, or take no action.
BACKGROUND
Staff is proposing to increase the existing Code Compliance position from 20 hours per week to 32 hours per week, consistent with the City's full-time workweek.
The employee's current hourly rate is $26.25. The position currently works 20 hours per week and is not eligible for City-paid health or dental insurance. Regular part-time employees receive applicable vacation and paid holidays on a pro-rata basis according to their regularly scheduled workweek.
The proposed increase from 20 to 32 hours per week would provide 624 additional scheduled hours annually at a preliminary additional annual cost of approximately $24,421, including wages, health insurance, and dental insurance. The additional hours would provide additional staff time for code compliance activities and allow the employee to assist with the City's permitting process, including processing permit applications, review of applications and supporting documents, scheduling inspections, communication with applicants, and assisting with permit records.
Staff requests Council direction regarding whether to proceed with the proposed increase, modify the proposal, or take no action.
COST COMPARISON
Current 20 Hr. Position Proposed 32 Hr. Position
Hourly Rate $26.25 $26.25
Weekly Hours 20 32
Annual Scheduled Hours 1,040 1,664
Annual Wages $27,300 $43,380
Health $0 $7,115.64
Dental $0 $924.96
Wages + Health & Dental $27,300 $51,720.60
