Proclamation
'BL.ACX WS'I'OX Y :MONJJ{
WHEREAS, this month, we pay homage to the rich history and contributions of Black Americans who have shaped our state and nation in countless ways through centuries of struggle and triumph. First proposed by scholar Carter G. Woodson in 1926, Black History Month lifts up the Black experience in a fuller telling of America's story; and
WHEREAS, this year's theme, Black Americans and the arts, celebrates the profound and evolving impact of Black artistry on our culture, national identity, and social movements that have spanned the world over. Through literature, music, architecture, dance, film, and every conceivable medium in between, Black artists and intellectuals have used their talents to honor their heritage, educate and inspire, and open minds and hearts; and
WHEREAS, Black art has been a powerful agent of change and social uplift throughout our nation's history. Many and varied forms of creative expression have had a pivotal role in opening new dialogues, challenging us to examine hard truths, and inspiring us to work toward something better; and WHEREAS, During Black History Month, let us draw inspiration from this legacy as we continue together on the path toward equality, liberty, and opportunity for all. Our shared history shows us that we rise and fall together, an enduring lesson reflected in the words of Dr. Maya Angelou: "The truth is, no one of us can be free until everybody is free."
NOW THEREFORE I, BRUCE C. DELGADO, Mayor of the City of Marina, do hereby proclaim February 2024, as "Black History Month."

3 February 14, 2024 Item No. 10f(4)
Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 21, 2024
CITY COUNCIL TO CONSIDER ADOPTING RESOLUTION NO. 20 24-, ACCEPTING A $ 30,000.00 GRANT AND ALLOCATING FUNDING FROM

THE NATIONAL FITNESS CAMPAIGN (NFC) TO PURCHASE AND
INSTALL AN OUTDOOR FITNESS COURT.

RECOMMENDATION:

It is recommended that the City Council:

1. Consider adopting Resolution No. 20 24-, accepting $ 30,000.00 grant from the National Fitness Campaign; and

2. Appropriating the funding to the Dunes City Park budget; and

3. Allocating an additional $240,000 from the Dunes City Park Development Budget, and;

4. Authorizing the Finance Director to make necessary accounting and budgetary entries.

BACKGROUND:

The national health crisis in America is very well documented. CDC data shows the prevalence of obesity increased in all states in 2022 with every state and territory now having obesity levels over 20%. Twenty-two states report more than 35% of their populations are obese. CDC estimates that by 2030 50% of Americans will be clinically obese.

One strategy to combat obesity is to provide accessible healthy infrastructure. When communities are designed to support well -being, health outcomes change. Healthy infrastructure encourages people to spend more time outdoors, encouraging everyday moveme nt and building healthy communities. National Fitness Campaign designs outdoor Fitness Courts as healthy hubs in parks and along trails that promote pedestrian access and break down barriers to free outdoor fitness for all.

The Fitness Court is a free, 7 -movement bodyweight circuit training system designed for all ages, abilities, and fitness levels. It is digitally connected by the free Fitness Court App which provides a coach-in-your-pocket style platform supporting a comprehensive wellness experience.

The National Fitness Campaign is America’s largest public -private wellness partnership. In partnership with municipalities, schools, and sponsors, over $100 million in public-private investment has been raised to combat obesity and the burdens of sedentary lifestyles. The Campaign provides expertise in building funding, master planning, and community engagement. Their mission is to build healthy communities with the goal of bringing the world’s best outdoor gym, The Fitness Court, within a 10-minute bike ride of every American.

ANALYSIS:

Adding a new Fitness Court to the Dunes City Park will benefit the community in many meaningful ways.

The Court encourages healthy habits, brings the community outdoors, and connects people in the name of wellness. It’s a destination for all community members; walkers, joggers, bikers, and will become an energized social community hub of activity.
1 The Court also provides much needed space for organized recreational programs including classes, clinics, and fitness challenges, creating a culture of health and wellness.

The installation of the Fitness Court is also aligned with key Council -adopted goals that emerged during the 2005 Parks and Recreation Master Plan including:

• Develop a quality central recreation complex to accommodate recreation programs for people of all ages.
• Prioritize the improvement of existing parks and development of new parks.

While over 500 Fitness Courts have been designed and installed nationwide, and over 75 of those are in the State of California, the closest municipal Fitness Court to Marina , CA is in Redwood, CA, which is 67 miles away.

Similar to the installation of the Pump Track at Glorya Jean Tate Park, the Fitness Court will be yet another very unique amenity in the City of Marina that sets it apart from any other City in Monterey County.

FISCAL IMPACT:

The total cost to purchase, assemble, and install the court is $270,000. Less the $30,000 grant, the City’s contribution is $240,000. These funds are available within the $10M Dunes City Park Development Budget. There is no fiscal impact to the General Fund.

California Environmental Quality Act (CEQA)
This is not a project under CEQA guidelines

This request is submitted for City Council consideration and possible action.

Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 21, 2024
CITY COUNCIL TO CONSIDER ADOPTING RESOLUTION NO. 20 24-, ACCEPTING A $9,058 CASH DONATION FROM MARINA IN MOTION

FOR COMPLETION OF A DOLPHIN SCULPTURE TO BE PLACED IN
HONOR OF CANDY OWEN AND OTHER ART PROJECTS.

RECOMMENDATION:

It is recommended that the City Council:

1. Consider adopting Resolution No. 20 24-, accepting $9,058 in cash donation from Marina in Motion for the completion and placement of a dolphin sculpture in honor of Mike and Candy Owen with any remaining funds to be used in a future public art project at the City’s discretion, and;

2. Allocate and a ppropriate the unanticipated revenue to a new Capital Improvement Project, QLR 2401, and;

3. Authorizing the Finance Director to make necessary accounting and budgetary entries.

BACKGROUND:

Candy Owen served as a member of the Marina Cultural Council . She believed that community art was essential to the economic vitality of the city. Candy had a vision for a sculpture garden, of which dolphin sculptures were the first pieces to come to fruition. Some of the original dolphins are present within the city. Other dolphins that were planned were in storage awaiting completion.

The Recreation and Cultural Commission and Public Works Commission reviewed and made recommendations for artwork to be installed within the four roundabouts being constructed as part of the Imjin Parkway Widening Project. The commission recommended that a bronze dolphin be placed in the roundabout at Preston Drive and Imjin Parkway.

Mike Owen, Candy’s husband, took up the dolphin project to finish Candy’s work for the community.

He worked locally to have a wax mold produced from one of the original dolphins that would be used to make a bronze casting . Upon Mike’s passing, members of Marina in Motion along with other members of the community determined the status of the bronze dolphin and raised the funds to complete the bronze casting.

ANALYSIS:

The Imjin Parkway Widening Project includes funding to install foundations for art which can be used to install the bronze dolphin at the intersection of Preston Drive and Imjin Parkway. The dolphin can be installed along with other artwork as part of the staff and construction contractor effort to complete the widening project. Completion is anticipated within two years with installation of artwork being part of the later phases of the project.

Should any of the donated funds remain after the installation of the bronze dolphin, Marina in Motion would like the money to be applied to another community art project at the City’s discretion.

FISCAL IMPACT:

These are unanticipated funds that will increase the Capital Improvement Program budget by $9,058. 1 California Environmental Quality Act (CEQA)
Receiving and allocating funds in the Capital Improvement Program budget is not a project as defined by the California Environmental Quality Act (CEQA) per Article 20 Section 15378 and under General Rule Article 5 Section 15061. Installation of the dolphi n statue is an activity covered under the National Environmental Permit Act and CEQA findings for the Imjin Parkway Widening Project.

CONCLUSION:

This request is submitted for City Council consideration and possible action.

Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 21, 2024

RECOMMENDATION TO CONSIDER ADOPTING RESOLUTION NO. 20 24-,

APPROVING THE CREATION OF A UTILITY EASEMENT ON CITY
PROPERTY (CITY CORPORATION YARD, 2660 5 TH AVENUE); AND

AUTHORIZING ALL OTHER ACTIONS NECESSARY TO ACCEPT AND
RECORD SAID EASEMENT ON BEHALF OF THE CITY OF MARINA, AND;

AUTHORIZING THE FINANCE DIRECTOR TO MAKE THE NECESSARY
ACCOUNTING AND BUDGETARY ENTRIES, AND; AUTHORIZING THE CITY

CLERK TO RECORD CERTIFIED COPY OF RESOLUTION IN THE

MONTEREY COUNTY OFFICE OF THE COUNTY RECORDER

RECOMMENDATION:

It is recommended that the City Council Consider adopting Resolution No. 2024-,

1. Approving the creation of a utility easement on City property (City Corporation Yard, 2660 5th Avenue), and;

2. Authorizing all other actions necessary to accept and record said easement on behalf of the City of Marina, and;

3. Authorizing the Finance Director to make the necessary accounting and budgetary entries, and;

4. Authorizing the City Clerk to record certified copy of resolution in the Monterey County office of the County Recorder.

BACKGROUND:

The Marina Coast Water District A1/A2 Tank and B/C Booster Station project will provide water storage for Zone A in the Ord Community and Central Marina. Zone A is the lowest pressure zone within the water system that serves the majority of the City of Mar ina in both the Ord area and traditional areas of Marina. The B and C booster pumps will pump water from Zone A tanks to Zones B and C tanks. The project provides additional storage and fire flows for the community.

In order to provide a connection to the B-Zone, a utility easement is necessary through the City’s Corporation Yard. This connection will support the second lowest pressure zone in the system.

The location of the new pipeline is also adjacent to existing utilities, making its proposed alignment practical. A power connection to the Tank site is also necessary for completion of the project, requiring another utility easement through the City’s property.

At the regular meeting of June 6, 2023, the City Council adopted Resolution 2023 -53, approving the creation of the utility easements on City Property (City Corp Yard, 2660 5th Avenue).

ANALYSIS:

MCWD has requested an expansion of the existing PG&E utility easement to include an additional ±462 square feet. The additional easement area is necessary to relocate the primary electrical transformer and meter panel off of CSUMB property as PG&E and CSUMB could not come to an agreement on easement language for underground electrical conduit and conductor cable. The expansion of the easement can be seen on EXHIBIT A.
1 City staff ha d previously requested MCWD to provide an appraisal for the previous easements (EXHIBIT B). Using the same appraisal value, the valuation for the new easement area amounts to $772.38. Staff is recommending accepting the appraised value for the easement and approve the MCWD easement as proposed.

FISCAL IMPACT:

Should the Council approve this recommendation, City staff will coordinate with the Finance Department and City Attorney to finalize the payment of the appraised value and record the final easement documents with the County Recorder.

ENVIRONMENTAL DETERMINATION
The City of Marina Planning Division has determined that this project is exempt from environmental review in accordance with the California Environmental Quality Act (CEQA) Guidelines under Class 3, Section 15303, for New Construction or Construction of Sm all Structures.

CONCLUSION:

This request is submitted for City Council consideration and possible action.

Respectfully submitted,

City Council Meeting of
February 21, 2024

January 22, 2024 Agenda Item: 13a

Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 21, 2024

CITY COUNCIL RECEIVE AN UPDATE ON THE PROGRESS OF THE

GENERAL PLAN TO DA TE, A PRESENTATION ON THE DRAFT

VISION AND GUIDING PRINCIPLES PREPARED BY THE GENERAL

PLAN ADVISORY COMMITTEE (GPAC) AND REVIEWED BY THE

PLANNING COMMISSION, AND DISCUSS APPROACHES TO THE
DEVELOPMENT OF LAND USE ALTERNATIVES . THE

PRESENTATION IS EXEMPT FROM ENVIRONMENTAL REVIEW PER
SEC. 15378 OF THE CEQA GUIDELINES.

REQUEST:

It is requested that the City Council receive a presentation from the City ’s General Plan Update (GP2045) c onsultant, Raimi+Associates, on progress made to date , review and confirm the Vision and Guiding Principles for the GP2045 update created by the GPAC with feedback from the general public , staff, and the Planning C ommission (EXHIBIT A ), and provide its own comments on these items. The Vision and Guiding Princi ples will hel p guide discussions on approaches to determining land use alternatives, policies, and mapping that are forthcoming.

BACKGROUND:

Since the GP2045 kick -off in January 2023 , City staff and the R+A team have conducted three public workshops, have tabled at several City-sponsored events and Farmer ’s Markets, have conducted several online surveys (not intended to be statistically accu rate, but rather information-gathering in nature) , and advertised updates and draft documents for public review via the City ’s Fa cebook a nd Nextdoor media platforms, its dedicated project website, and through direct email notifications. Mailers and social media outreach are frequently provided in Spanish and Korean as well as in English. The 9-member GPAC has met five (5) times, both in- person and virtually, and individual stakeholder discussions (20+) have taken place over the past several months. The R+A team also prepared detailed existing conditions reports ( ECRs) that, in conjunction with the Vision and Guiding Principles, will pave the way for developing land use alternatives.

ANALYSIS:

The Vision Statement and Guiding Principles in a General Plan update process are the building blocks on which plannin g for a community’s future are based. The GPAC reviewed the City ’s 2000 General Plan Vision and Guiding Principles, referred to as Community Goals in Sections

1.17 and 1.18 of the 2000 GP, discussed how the community has changed over the last 23 years, and h ow our future may look different because of these changes. The GPAC prepared a new Vision Statement and new Guiding Principles which were then reviewed by the Planning Commission at its November 9 th meeting. These building blocks, along with an analysis of existing constraints to development ( EXHIBIT B ), are fundamental to the consideration of potential areas of growth and change within the City. For example, should residential growth be focused in the core areas already established with residential uses or should the future Marina have smaller neighborhood commercial and mixed -use developments throughout? This important question, and others, will be discussed in the presentation.

1 The Council is requested to be able to respond to the following discussion questions by the end of the presentation:

1. Are there any questions about the GPU process so far?

2. Do the Vision Statement and Guiding Principles developed by the GPAC and accepted by the Planning Commission accurately reflect Marina’s future?

3. Are the Areas of Discussion provided appropriate in terms of changing land uses? Are there others?

CONCLUSION:

This presentation to the City C ouncil is informational , but staff requests that the Council provide direction to the GP2045 team in terms of whether or not the Vision and Guiding Principles are app ropriate for Marina in the coming 20+ years and whether the areas of discussion provided are the correct ones given the developme nt constraints provided and the fact that several areas of the City are already regulated by Specific Plans.
