Council received a presentation and a summary of the report from Belinda Varela, Human Resources Director.
Public Comments:
• Howard Gustafson opposes the council being paid for a volunteer position. • Christine Benson supports increases, but some increases should be based on COLA or roughly 3% or less.
• John Sanders opposes this proposed ordinance. Commented on SB 329. Suggested adopting the state of California's methods for city councils in general law cities. • Grace Silva -Santella proposed stipend increases are excessive and unreasonable. Urge the council to reconsider these figures and propose stipends and put it on the ballot in 2026. • Nancy Amadeo suggested $500 for the mayor and $400 for council members would be appropriate.
5 MINUTES for City Council Meeting of Tuesday, February 4, 2025 Page 6
• Brad Imamura asked if the Council had any other compensation for participating on other boards/commission? Oppose proposed increases.
• Cristina Medina Dirksen supports increases for the council. • Denise Turley – Asked staff to clarify the terms Stipend vs. Salary. • Mia Nguyen – Proposed stipend is flawed. The city should assess an optional offer subsidized part-time employment health care directly to council members who need it, but separate it from the stipend.
• Hans Ongchua supports raising your stipends to be on par with Seaside. • Dave Gorman – Asked what guarantees as a public do we have that there won't be another 10 times increase next year and then including more health benefits or travel stipends? • Monica Leonard, a modest monthly payment is reasonable. If there's enough excess money in the budget for such an increase, then that money should go towards the community? • Greg Furey suggested going with $400/$500 which aligns with comparable cities. Implement automatic annual adjustments based on the CPI , and a mend the city charter to require voter approval for any stipend increases beyond the annual CPI adjustment.
Council discussion on comparable cities, PERS for other cities, automatic increases to follow CIP, travel reimbursement policy, Seaside more comparable to Marina, healthcare benefits.
BIALA/MCCARTHY: TO SET SALARY OF $2,000 FOR COUNCILMEMBERS AND $2,250 FOR MAYOR; FOLLOW TRAVEL POLICY; AUTOMATIC COLA
ADJUSTMENTS TO FOLLOW GENERAL LABOR GROUP (UWUA); ELIGIBLE BENEFITS WITH NO CITY CONTRIBUTION. 4-1(Delgado)-0-0 Motion Passes
b. Adopting Resolution No. 2025 -, authoriz ing the City Manager to execute a Public Improvement and Reimbursement Agreement for the rehabilitation of the City of Marina Arts Village Project. Continued from January 22, 2025 Public Comments:
• Kevin Dayton you have an offer here to fix it up with a roof , siding and doors. Encourage the council to come to a consensus tonight to figure out how to fix the building up. • Nancy Amadeo encourages the council to move forward, accept the proposal from Shea and do something wonderful for this community.
• Hans Ongchua concerned about the security the location, makes them vulnerable to vandalism, trespassing and possibly other criminal activities. What are the plans for the adjacent properties and their development.
• Glenn Woodson commented on stabilizing the buildings. Concern ed about the insurance for this property. Concerned this property will instead become an affluent businesses. • Jacquie Atchison attended last week’s tour and loved the prospect of creating an arts and perhaps innovation center there. Will need to find ways to subsidize it. • Mike Moeller recommend that you make a deal with Don Hofer and have the bulldozers there on Monday morning to demo the cite and build something else there down the line.

After initiation of the update process and preparation of the update report, the City Council will be requested to adopt a resolution of intention to set a Public Hearing. Lastly, a Public Hearing will be held at a subsequent City Council meeting where the Assessment District is approved and confirmed, resulting in the adoption of a resolution co nfirming the levy of assessment pursuant to the provisions of the Landscape and Lighting Act of 1972 of Part 2 of Division 15 of the Streets and Highways Code of the State of California.
By Council and District resident direction, staff has conducted an Arborist Tree Survey in January and will be presenting its findings to the District in February -March. REQUEST:
It is requested that the City Council and Boards:
1. Consider receiving Investment Reports for the City of Marina , City of Marina as Successor Agency to the Marina Redevelopment Agency , and Preston Park Sustainable Community Non-Profit Corporation (PPSC -NPC) and Abrams B Non -Profit Corporation for the quarter ended December 31, 2024.
BACKGROUND:
Cash Management
At the end of the first quarter, the City’s aggregate cash and investments were $177.0 million.
This represents an increase of $15.6 million when compared to the prior quarter . Property tax, which is one of the City’s key revenues, is primarily received in April and December. The December property tax receipt contributed an additional $5.6 million to City funds, along with $4.6 million in one -time capital grant reimbursements , and $5.1 million in Fort Ord Reuse Authority (FORA) fees that were previously held in an escrow account.
The City’s fiduciary funds, which consist of the Successor Agency to the Marina Redevelopment Agency and the Fort Ord Reuse Authority (FORA) bond reserve account, were $6.2 million and $2.8 million , respectively. The $2.8 million increase in the FORA bond reserve account was primarily related to the receipt of tax funds to pay for debt service on recognized obligations.
The combined Preston and Abrams cash and investment balances were $1 7.4 million. T he quarterly increase of approximately $ 580,000 reflects on-going revenues and timing differences associated with expenditures.
Consistent with the City’s investment strategy of capital preservation, the City has continued to maintain significant cash with the Local Agency Investment Fund (LAIF), US Treasury Bills, US Agency Bonds.

Interest Rate / Economy
The Federal Open Committee (FOMC) is the monetary policy making body of the Federal Reserve. Their goal is to achieve maximum employment , with a targeted 2 % inflation rate. The FOMC met eight times in c alendar year 2024 (January through December). Interest rates remained steady between 5.25% and 5.50% from July 2023 to August 2024 ; however over the last three meetings , the FOMC reduced the interest rate to between 4. 25% - 4.50%. These decreases were previously anticipated to coincide with cooling inflation and labor market conditions. While there is continuing economic uncertainty, the FOMC members currently speculate that rates could continue to fall in calendar year 2025 to approximately 3.875%.
The following chart shows the treasury yield curve and its shift from December 2023 to December 2024, as well as the decrease in interest rates when compared to the prior quarter .
Chart I also begins to capture the return to a more normal yield curve where longer-term investments yield a higher interest rate, as compared to those that are being held for a shorter duration.

Investment Performance
The quarter ly LAIF interest rate was 4.48%, which represents a 0. 08% decrease from the previous quarter . Changes in LAIF rates typically follow or are in close alignment with the federal funds lending rate. A history of how LAIF closely tracks with the upper federal funds limit is provided in Chart II. The City’s investment portfolio includes US treasuries and a US Agency Bond with maturity dates of one year or less. Their current combined market yield is close to 4.5%, which is relatively consistent with the LAIF rate . While these investments were yielding a higher r eturn than LAIF , it is becoming less likely that this level of return will be available as the older investments mature. While the return rate s fluctuate with economic conditions, Chart I shows that the six -month and one-year treasury bill had a yield of 4.24% and
4.16%, respectively at December 31, 2024. The City’s Mid -Cycle budget amendment reflects this potential reduction in interest earnings.

3 Portfolio Strategy
The prior fiscal year investment goal was to match or outperform LAIF. While this goal continues, staff also plans to evaluate cash flow needs to determine if it is prudent to purchase approved investments with terms of two to five years . This could allow the City to lock -in higher interest rates for a greater time horizon. This could be beneficial if there are continuing signs that interest rates will fall in calendar year 2025.

Agenda Item: 10j(2)
February 19, 2025 Item No. 13a
Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 19, 2025
CITY COUNCIL CONSIDER INTRODUCING ORDINANCE NO. 2025,
AMENDING ORDINANCES NOS. 90-8, 86-6, 85-3, AND 79-12 TO REVISE
THE COMPENSATION FOR MAYOR AND COUNCILMEMBERS
REQUEST:
It is recommended that the City Council consider:
1. Consider introducing Ordinance No. 2025-, amending Ordinances Nos. 90-8, 86-6, 85-3, and 79-12 to revise the compensation for mayor and councilmembers
2. Authorize the Finance Director to make the necessary budgetary adjustments.
BACKGROUND:
The attached ordinance (EXHIBIT A – Proposed Ordinance) is based on the direction from Council at the February 4, 2025, meeting, to set the salary for the Mayor at $2,250 and Councilmembers at $2,000 per month with eligibility for health benefits.
As previously noted in the March 5 th, 2024, report, the City of Marina is a charter city under California state law. As a charter city, the City Council has the authority to adopt an ordinance to increase salary for the mayor and city council members. The salary for the mayor and city council members last increased almost 35 years ago on September 4, 1990. (EXHIBIT B, Ordinance No. 90-8). Since that time, the cost of living alone has increased more than 300%. Additionally, as the city has grown in population and complexity, the hours required, and resources needed to prepare for and attend city council meetings and perform other functions of the city council have increased significantly. The current salary for the mayor is set at $250 per month and a city council member at $200 per month. These salaries are some of the lowest in the Monterey County area.
Also included is the additional information provided during the February 4 th Council Meeting (EXHIBIT – D – Additional Information).
The California Legislature recognized this problem in 2023 and adopted Senate Bill 329 (Dodd) which authorized general law city council’s to be able to enact an ordinance to provide a salary for a mayor and councilmembers based upon the population of the c ity and authorized the ability for that amount to be increased to not exceed 5% for each calendar year from the operative date of the last adjustment of the salary.
While the City of Marina is not a general law city and thus SB 329 is not applicable, as a reference point, SB 329 authorized cities with populations up to 35,000 to pay their city councilmembers salaries up to $950 per month. The goal of the bill was to address recent inflationary increases and economic realities and remove barriers to achieving more equitable representation in local government by making it easier for public servants to balance careers and personal obligations.
SB 329 had findings to help city councils become more diverse because increased compensation can help individuals from across different income levels receive sufficient income from their service to help ensure that they can continue to serve the public and support their families making it easier for members of marginalized communities to serve.
1 The League of California Cities supported SB 329 and noted that lengthy time commitments and limited pay discourage many, especially low-income residents, single parents, people of color, and young people, from running for public office.
ANALYSIS:
A Salary and Benefits survey has been updated to reflect the estimated total monthly compensation. (EXHIBIT C – Survey). The table compares the City of Marina Mayor and Council stipend to comparable agencies, and includes estimated city contribution for health, dental, and vision coverage, providing a total cost to each comparable agency.
Based on the total compensation of comparable agencies, the City of Marina’s is the lowest of all the agencies, as the City does not contribute to the costs of health, dental and vision coverage.
Making the combined total compensation the lowest of all our comparable agencies.
In adjusting the stipend, the City Council’s primary goal was to establish total compensation at a level not only comparable to our comparison agencies, but also that was fair, equitable, and provided flexibility to current and future city council for their individual situations.
Additionally, council wanted to make sure the compensation would support the diversity of our city, by providing compensation at a level that would offset financial challenges for the lengthy time commitments that could present obstacles for residents that may have lower income levels, dual jobs, single parents, families, younger individuals, etc. that wouldn’t have the time available to commit to serving the city.
The Council had essentially two options to consider in establishing total compensation comparable to our other comparable agencies.
1. Establish the stipend at a level comparable to our other comparable agencies and then in addition to that include City contribution for city health, dental, and vision services which almost all our comparable agencies provide. This approach will show a lo wer salary stipend. However, it doesn’t clearly show the additional cost of health, dental, and vision insurance to the City, and it doesn’t clearly show the total dollar compensation, which will fluctuate depending upon the family situation, employment s tatus, and other individual factors of the mayor and councilmember.
2. Establish an all-inclusive stipend at a level comparable to our other comparable agencies that is a lump sum to include both the value of the stipend and the value of health, dental, and vision insurance. This approach initially appears to reflect a higher stipend. However, when it is understood that this includes the value for health, dental, and vision benefits paid, then the total compensation of the stipend shows that Marina is the lowest of our comparable agencies, except for one agency (Pacific Grove).
The all-inclusive stipend approach also provides more flexibility to the individual mayor and councilmembers individual or family situation. Each of the mayor and member of council can choose to pay for city provided health, dental, or vision at their cost. The all- inclusive stipend approach Council can also provide the flexibility to use part of the stipend to pay for health, dental, or vision expenses from another employer, use it to pay for Medicare or supplemental insurance, or use it to pay for childcare or other costs they may incur while serving on the city council.
2 The proposed all -inclusive total stipend of $2,250 for the mayor and $2,000 for city councilmembers will set Marina’s total compensation at a level that is still lowest when comparing the total compensation of our comparable agencies, other than Pacific Grove.
FISCAL IMPACT
The impact of the proposed salary changes would require an additional ongoing cost of $123,000.
CONCLUSION:
This request is submitted for City Council consideration and direction.
Respectfully submitted,

8 EXHIBIT D - Additional Information provided during the February 4th Council Meeting.
A survey of Council compensation and benefits was conducted using a list of comparable cities that is used to determine current labor market trends for our General Labor Group (non- safety employees) (EXHIBIT D). The list of cities is also used to ensure the City remains competitive in salaries and benefits to attract the most qualified applicants during recruitment and marketing efforts.
In looking at the survey results, all of the cities provide Medical, Dental and Vision coverage for elected officials. The employer or City contribution aligns with their general unit labor group. As mentioned in the staff report, Pacific Grove does not cover the cost, however Council members are eligible to enroll in health plans at their own expense.
The City of Marina’s contributions toward Medical, Dental and Vision for the General Labor Group provides 75% of the lowest cost premium, currently PERS Gold, a Cafeteria Allowance and covers both Dental and Vision at 100%. Depending on individual health plan selections, which can vary based on family status or number of dependents, the City’s contribution ranges from $795 to $2031 monthly for the General Labor Group employees.
Th
e salary survey for comparable cities (8) show the average salary for Councilmembers at $1,111 and for the Mayor at $1,375. Additionally, these cities provide medical, dental and vision coverage for the Mayor and Council. Under the City of Marina’s healthcare benefits program, the cost would range between $795 to $2031 per employee, depending on the selected health plan.
The combined salary and healthcare costs, depending on selected plan and coverage, would range between $1,906 to $3,141 for Councilmembers and between $2,170 and $3,406 for the Mayor.
This would align with the current labor market salary and benefits for elected Mayor and Council in the area.
Should the Council select the current proposed salary increase of $2,000 for the Council and $2,250 for the Mayor and eligibility to health plans with No contribution from the City towards healthcare costs, this would also align with the current labor market, as that salary may be diverted towards the cost of healthcare coverage.
The previous Fiscal Impact statement assumes the selection of the highest plan coverage (Employee plus Family). This is similar to determining the fully burdened rate of a new or vacant position. A survey of the Council was conducted, asking what plan option they would select, should benefits be made available to them. Based on the responses, the costs of benefits would be approximately: $42,000 for the current Council and Mayor. The costs of the salary increase would remain at $123,000 and the total cost is estimated at approximately $166,800.
N
ote: The previous survey included Del Rey Oaks and Sand City and was limited to small Peninsula cities. Staff has included a list of comparable cities that used to compare employee salaries and benefits to the current labor market in the area.

Honorable Mayor and Members City Council Meeting
of the Marina City Council of February 19, 2025
CITY COUNCIL TO CONSIDER AUTHORIZING THE CITY MANAGER
TO HIRE A CONSULTANT/FACILITATOR TO ASSIST THE CITY OF
MARINA IN DEVELOPING A COMMUNITY ENGAGEMENT PLAN TO
GATHER COMMUNITY I NPUT FOR IMPROVING PUBLIC ACCESS,
PUBLIC FACILITIES, AND RECREATIONAL OPPORTUNITIES,
WITHIN THE CITY OF MARINA FOR SUBMITAL TO THE
CALIFORNIA COASTAL COMMISSION
REQUEST:
It is requested that the City Council:
1. Authorize the City Manager to hire a consultant/facilitator at a cost not to exceed $50,000 to assist the City of Marina in developing a Community Engagement Plan to gather community input regarding development of a Public Access and Amenities Plan to submit to both the California Coastal Commission and EnviroGage (hired by Cal-Am) to determine how $3 million dollars required by Cal -Am to implement the elements of the Public Access and Amenities Plan will be spent in the City of Marina.
2. Authorize the Finance Director to make appropriate budget changes.
BACKGROUND
As part of its approval of a Conditional Coastal Development Permit to Cal-Am for the potential construction of a desalination plant and industrial wellfield in the City of Marina’s groundwater basin, the California Coastal Commission adopted twenty separate conditions that Cal-Am must meet prior to issuance of the Coastal Development Permit (A-3-MRA-19-00343). One of these conditions is, Special Condition 17 - Community Engagement and Public Access Plans and Implementation. This condition requires that Cal-Am submit a Community Engagement Plan that ensures that residents and representatives of the City of Marina will be engaged in development of a Public Access and Amenities Plan which will be prepared by Cal-Am and submitted to the California Coastal Commission.
The Community Engagement Plan was developed by a neutral third party selected and approved by the California Coastal Commission. Cal-Am submitted three proposals to the California Coastal Commission and the Commission selected EnviroGage as the firm to lead the community engagement plan process. EnviroGage is a consulting firm hired and paid for by Cal- Am, and reports directly to Cal-Am.
EnviroGage’s proposal to the California Coastal Commission includes a Project Overview section that specifically states, “Cal-Am’s Monterey Peninsula Water Supply Project aims to construct and operate desalination components, transforming seawater into a usable water source. This initiative addresses crucial water supply needs in the region while enhancing coastal access and community amenities in the City of Marina.”
The front page of EnviroGage’s website for the community engagement process has a direct link to Cal-Am’s website FAQ’s regarding Cal-Am’s view of the Monterey Peninsula Water Supply Project in Marina.
1 The Coastal Commission’s purpose in requiring the Community Engagement Plan is not to discuss nor push Cal-Am’s desalination project to the City of Marina’s residents. The Plan is strictly intended to get feedback from Marina’s residents on how to, “improve public access, public facilities, recreational opportunities, and restoration within the City of Marina.”
EnviroGage is required to hold at least five community workshops led by their team in Marina to allow community input on preferred public access opportunities and improvements in Marina.
EnviroGage’ s project scope includes event logistics, extensive marketing materials, paid media outreach, surveys, meeting facilitation, and final report development, totaling an estimated budget of $195,575.
Following the workshops, EnviroGage will then submit a report of the Community Engagement Plan workshops to the California Coastal Commission for approval. Upon approval of this plan, Cal-Am will then develop a Public Access and Amenities Plan which they will draft and submit to the California Coastal Commission. This plan developed by Cal-Am, will determine how to spend $3 million dollars they are required to provide to the City of Marina for, “improving public access, public facilities, recreational opportunities, and restoration within the City of Marina.”
ANALYSIS
While Special Condition 17 provides that a neutral third-party lead the facilitation of workshops for a “Community Engagement Plan”, staff has concerns regarding the process and the objectivity of the consultant hired by Cal-Am to lead the community engagement in Marina.
Additionally, although EnviroGage can reach out to councilmembers individually to seek input and comment for development of the Public Access and Amenities Plan, any input by Council as a body, requires a public process.
Staff suggests that, rather than relying strictly on a community engagement effort and plan led by Cal-Am and EnviroGage, and in order for the Marina City Council as body to provide input, the City Council take the lead with engaging and meeting with its community, and develop its own community engagement process by hiring a consultant/facilitator to work directly with the City Council, staff, and our community in gathering information for “improving public access, public facilities, recreational opportunities, and restoration within the City of Marina.” It is anticipated that this process will include workshops and study sessions where the City Council will hear directly from our residents and have candid discussions with our community. Based on this feedback, the City Council in April will adopt a formal Community Engagement Plan Report and will submit this directly to the California Coastal Commission and EnviroGage.
Staff has discussed this alternative with the Executive Director and staff of the California Coastal Commission, and they have said they would accept and strongly consider a plan submitted and adopted by the Marina City Council.
FISCAL IMPACT
The expected cost for a city-hired consultant and facilitator is expected to be up to $50,000.
Respectfully submitted

CITY COUNCIL OF THE CITY OF MARINA RECEIVE THE SECOND QUARTER BUDGET REPORT FOR FISCAL YEAR 24/24 AND THE HDL CITY
OF MARINA SALES TAX UPDATE
REQUEST:
It is requested that the City Council and Boards:
1. Consider receiving City of Marina Second Quarter Budget Report – Fiscal Year 24/25, which represents the quarter ended December 31, 2024.
2. Consider receiving the HdL City of Marina Sales Tax Update for the period from July – September 2024.
BACKGROUND:
The City currently prepa res and presents budget information as part of the City Council retreat, budget adoption process, mid-cycle budget adjustment, and as needed throughout the year.
There is currently no interim budgetary reporting.
ANALYSIS:
Interim budgetary reports assist with financial planning and provide the City Council and residents with regular updates on the City’s financial condition. The attached Second Quarter Budget Report provides information on the City’s General Fund, Municipal Airport Fund, FORA Dissolution Fund, and the Public Facilities Impact Fee Fund (EXHIBIT A). The General Fund was selected because it is the City’s main operating fund, while the Airport Fund was chosen based on its enterprise fund designation. The FORA Dissolution and the Public Facilities Impact Fee Funds were included due to the use of the remaining fund balance for future capital improvements.
The Preston Park and Abrams Park routine accounting is administered by a third party, with a monthly review and later consolidation in to the City’s financial statements. These were excluded due to timing differences.
The City intends to prepare this report on a quarterly basis, with the timing of the fourth quarter report aligned with the year-end accounting process. Additional enhancements to this report may be made in the current or following fiscal year.
1 The City also plans to provide the attached HdL Sales Tax Report on a quarterly basis, as well (EXHIBIT B). The reporting intervals on the HdL report differ from the City’s records due to the City’s use of accrual account ing; however, the information is a good indicator of the current local economic environment and sales tax performance.
FISCAL IMPACT:
There is no fiscal impact. This report is for informational purposes.
CONCLUSION:
This report is submitted for City Council consideration and possible action.

2 The following sections provide an overview of current revenues and expenditures for the General Fund, Airport Fund, and two key funds that relate to capital project allocations . These funds include the FORA Dissolution Fund and Public Impact Fees Fund.
When reviewing this report, it should be noted that there could be variances between the percentage of the year elapsed and the amount expended or received. This results from some revenues having uneven receipting patterns, and expenditures that may vary with the procurement of goods and services. The City continually monitors the budget on a regular basis. If any significant budgetary variances are identified, a budget amendment will be requested as part of the mid-cycle budget process; or through a separate budget amendment during the year.
An overview of each fund is presented in the subsequent sections.
General Fund Overview
General fund revenues and expenditures were $18.5 million and $20.0 million, respectively at the close of the second quarter. While expenditures were in excess of revenues, the Fiscal Year 24/25 budget planned for a $1.8 million drawdown from fund balance to support one-time capital expenditures. This trend is also consistent with the prior year, due to the transfer of capital project funding at the beginning of the fiscal year, as well as the timing of sales tax and transient occupancy tax receipts.
Revenues
The overall General Fund revenues are trending relatively consistent with the budget and prior year receipting trends. The chart below provides a comparative overview of the revenues received to date with prior year amounts, as well as a budgetary comparison . In Fiscal Year 24/25, it was projected that the combined General Fund revenues would be $38.5 million. Through the second quarter, the City has received $18.5 million or 48.1% of the budgeted amount. This is $1.6 million or 9.3% greater than the prior ye ar, when the $8.4 million land sale is excluded from the Fiscal Year 23/24 amount. $16.9

Property Taxes
The City receives property tax in April and December, with a minor payment in June. The property tax receipts reflect the December payment, which includes $204,000 for a residual RDA Distribution.
Sales Tax
The City records sales tax in the period in which it is earned. Due to receipting patterns, the amount of the year elapsed is not reflective of the performance. The amount received in both fiscal years reflects one full quarter of payments, and one advance payment. The Fiscal Year 24/25 revenues do not include receipts for the new Trader Joes or Ross Dress for Less locations. These receipts should be reflected in the third quarter.
Transient Occupancy Tax
At the close of the second quarter, t ransient occupancy tax receipts were $2.7 million or 51.1% of the budget. This is $444,803 greater than the prior year. While the City has received four payments in both fiscal years, revenues are trending approximately $445,000 greater than the prior year. Staff will be evaluating the detailed information to evaluate whether there are any unique payments within the first half of the fiscal year or whether this trend is indicative of on-going performance.
Intergovernmental Revenues
This revenue category includes grant s, Supplemental Law Enforcement Services Fund (SLESF), and fire mutual reimbursements. This amount may vary annually based on the amount of grants awarded and the timing of grant expenditures; as well as the amount of mutual aid reimbursements.
EXHIBIT A
4 Charges for Services
Charges for services through the second quarter were just above $1 million and represent 82.4% of the budgeted amount . This is $245,000 greater than prior year. The annual budgetary variance reflects approximately $371,000 in planning and engineering reimbursement agreements which will have an equivalent offsetting expenditure. Additional factors contributing to the annual and budgetary difference include $207,000 in additional engineering inspections, and $43,000 in building plan checks. These amounts vary with residential and commercial development activities.
Use of Money and Property
This category includes interest income, facility rental revenues , and the general fund receipts from the Abrams Park and Preston Park operations. The annual variance is primarily related to the timing of investment maturities and the receipt of interest. In the prior year, the City purchased approximately $42 million in investments, which pay interest only upon maturity. The interest from these investments will be received and recorded in the third quarter. Although interest rates are declining, it is anticipated that the City will still meet or exceed the budgeted amount.
Other Revenues
Revenues within this category are likely to vary with each year. Through the first quarter of Fiscal Year 24/25, the City received a one-time $85,265 opioid settlement and a $35,226 damage or loss reimbursement claim.
These unique receipts also contribute to the annual variance.
Transfers
The City initiates interfund transfers at the beginning of the year. All interfund revenues align with their budgetary receipts. This includes a $500,000 transfer-in from the Groundwater Stabilization Fund to assist in offsetting litigation costs.
Expenditures
At the end of the second quarter, the City expended approximately $20 million or 49.6% of the budgeted amount. This includes $2.7 million in capital outlay or capital project transfers . Operating expenditures were $17.3 million, which was $2.8 million greater than the prior year . This is primarily due to position vacancies in the prior year, as well as an increase in positions in Fiscal Year 24/25. The chart below provides a comparative overview of the operating costs for the first half of each fiscal year, as well as the Fiscal Year 24/25 percentage of budgetary funds expended.

City Manager
At the close of the second quarter, the City Manager’s department expended just over $1 million or 25.6% of the budget. Th e annual and budgetary difference primarily reflects a $763,887 reduction in the use of specialized legal services for groundwater stabilization litigation, as well as salary savings grom the vacant Assistant City Manager position . Some of the savings within this line item may be re-aligned to offset $352,000 in groundwater-related settlement costs that were applied to Citywide Non-Departmental budget.
City Attorney
Legal fees are $314,260 and represent 39% of the budgeted amount. The annual services are greater than the prior year due to increased use of legal services.
Police
Police expenditures represent 45.3% of the budgeted amount; however, it is $838,499 greater than the prior year. Approximately $695,000 of the annual variance is primarily due to multiple position vacancies in the first half of Fiscal Year 23/24 ; with the remaining increases associated with planned costs for new annual software subscription costs; training and safety equipment for new officers; and various other expenditures.
EXHIBIT A
6 Fire
The departmental expenditures are 50.6% of the budgeted amount and $704,652 greater than the prior year. While the budget is tracking with the percentage of the year elapsed, approximately $584,453 of the annual difference can be attributed to the addition of new positions. In the prior year, the City added two division chiefs and a firefighter position; however, time was needed to recruit and hire for these positions.
The Fiscal Year 24/25 budget reflects primarily full staffing of these positions. An additional $47,000 can be attributed to vehicle and equipment repairs, with the remaining variance attributed to other costs.
Public Works
The Public Works department expenditures represent 38.6% of the budgeted amount; and $238,841 greater than the prior year. The annual difference is related to the vacant Arborist/Botanist/Landscape Architect position, as well as timing of facility and maintenance repairs. Approximately $215,000 of the annual difference relates to increased staffing levels, which include the time needed to recruit and hire a crew lead and three additional maintenance workers that were added at the beginning of the prior fiscal year.
Recreation and Culture
The recreation and culture department has expended 43.5% of the annual budgeted amount; however, it is $134,692 greater than the prior year. The annual difference is related to prior year position vacancies and planned increases in recreation programming.
Citywide Non-Department
The Citywide non -department costs was $4.4 million at the end of the second quarter and exceeded the annual budgetary amount by approximately $173,000. Costs within this department include annual property, workers compensation, and liability insurance premiums; and the PERS unfunded liability which are typically paid in the first half of the fiscal year. Factors contributing to this annual variance include the previously mentioned $352,000 groundwater-related settlement, timing differences in insurance premium payments, a $399,000 annual increase in the unfunded pension liability payment . Funds to cover this unanticipated amount may be funded through a realignment of groundwater litigation savings in the City Manager department budget.
Other Funds
Municipal Airport
In Fiscal Year 24/25, the Airport budget projected $2.2 million in revenues. Through the second quarter, $1.2 million or 53.4% was received. This is approximately $110,000 greater than the prior year. Factors contributing to this increase include increased facility and land rental revenues and higher interest earnings. $1.7

7 The second quarter expenditures were $776,636 or 41.6% of the annual budget. This includes $271,800 in transfers for capital projects. The operating annual and budgetary variance reflects salary savings from the vacant Airport Manager position, as well as spending patterns that may not align with the percentage of the year elapsed. While the Fiscal Year 24/25 expenditures are approximately $955,000 less than the prior year, the largest portion can be attributed to a $703,000 decrease in capital project transfers.
FORA Dissolution Fund
The FORA Dissolution Fund includes bond proceeds and on-going development fees for residential and commercial projects within the former Fort Ord area. Funds can only be spent on blight removal, capital projects, or habitat management in the stated FORA boundaries.
In Fiscal Year 24/25, the City originally budgeted for $3.1 million in revenues; however revenues through the second quarter were $6. 3 million. This variance resulted from a one-time receipt of $5.1 million in development-related fees that were previously held in escrow ; and $1.2 million in on-going development related fees and interest earnings. This can be contrasted with the prior year receipts of $2.4 million which include $995,133 in bond proceeds and $1.4 million in development-related fees and interest earnings.
The expenditures within this fund reflect capital transfers, as well as capital projects and habit management activities. The Fiscal Year 24/25 expenditure budget is anticipated to be reduced by approximately $3.8 million for historical TAMC fees that were accrued and recognized in the last fiscal year.
At a Council Meeting earlier this fiscal year, there was discussion of appropriating the remaining fund balance that was not allocated to habit management or approved projects, to the proposed Aquatic and Sports Center. This would include any Fiscal Year 24/25 revenues in excess of these identified expenditures.
A formal amendment to appropriate these funds may be made as part of the annual budget process.
Public Impact Fees
The City receives public impact fees from new developments. The related receipts can only be spent on capital projects or purchases that align with the impact from the new growth.
The revenues received through the first quarter were approximately $2.4 million or 41.4% of the budgeted amount. While this is $1.2 million less than the prior year, development activities take place at irregular intervals throughout the year. Historically, this fund has received an average of $6.3 million annually over the last four years. It is anticipated that continued development activities in the spring and early summer will bring this fund closer in alignment with projections. $4.7

SALES TAX UPDATE
CITY OF MARINA
3Q 2024 (JULY - SEPTEMBER)
Marina’s receipts from July through
September were 1.0% below the third
sales period in 2023. Excluding reporting
aberrations, actual sales were up 1.9%.
The restaurant-hotel group showed
solid gross receipts at casual and quick
services dining primarily due to higher
menu prices businesses implemented.
State-county pools, the City’s third
largest income classification, had a
modest 4.3% return due to several
business categories being positive this
period.
Likewise, the autos-transportation
category experienced optimistic
revenues from automotive supply stores
as consumers choose to maintain their
current vehicles during this time while
financing interest rates remain high.
The food-drug category saw meager
proceeds at convenience/liquor stores
as shoppers looked to discount stores for
better bargains. The business-industry
group had discouraging profits from light
industrial/printers during this quarter.
Measure N, the City’s voter approved
transaction tax, experienced positive
collections with returns of 2.4%.
Net of aberrations, taxable sales for all
of Monterey County declined 2.3% over
the comparable time period; the Central
Coast region was down 2.8%.

SALES TAX UPDATECITY OF MARINA3Q 2024
STATEWIDE RESULTS
California’s local one cent sales and use tax
receipts during the months of July through
September were 2.3% lower than the
same quarter one year ago after adjusting
for accounting anomalies. The calendar
year third quarter traditionally is noted for
pleasant weather and statewide tourism;
however, taxes fell when compared to a
year ago. As such, it also means a weak
start of the 2024-25 fiscal year for many
California agencies.
Once again, autos-transportation receipts
took a hit and declined 4.8%. This period
marks the seventh consecutive quarter of
downturn for the sector. While used autos
returns and leasing activity have improved,
revenues from new car sales struggled due
to sustained high interest rates, tightened
credit standards, and increased cost of
auto insurance. As such, inventories for
many dealers remain elevated, applying
downward pressure on prices and growth
into 2025.
The summer season is usually an
advantageous time for home repairs and
construction work, however, this industry
is also struggling with high consumer
interest rates and limited access to equity
for homeowners. New projects remain
sidelined as developers await more
favorable investment conditions.
Brick-and-mortar general consumer
retailers pulled back 3.8% - worsened by
lower gas prices. Consumers appear more
interested in lower priced/discounted items
vs higher priced/luxury goods, forcing
merchants to again consider inventory
needs. Additionally, competition from
online merchants is as fierce as ever, as
shoppers look for greater value. With
holiday shopping around the corner, local
store expectations remain soft.
Fuel generating taxpayers had a rough
quarter; a combination of consumption
declines and falling fuel prices thrust
comparisons down by 13%. Further
contraction of national drug store locations
coupled with the steady fall from cannabis
merchants dating back to 2021, caused a
decrease of 2.8% in the food-drugs category.
Expect similar percentage declines for the
upcoming end of 2024 quarter.
Although statewide tourism appears to
have improved over 2023, revenue from
restaurants experienced only a modest gain
of 0.7%, which included a dramatic drop
from fine dining establishments – consistent
with spending trends in other sectors. State
mandated minimum wage requirements
remained a challenge, with higher menu
prices reducing patron visits.
These sluggish results solidify 2024 as a
down year. Recent reductions to the Fed
Funds Rate aren’t considered to help until
later in 2025. Agencies should expect
fiscal year 2024-25 sales taxes to stay flat
or decline slightly as sluggish economic
conditions leave consumers cautious in their
spending patterns, especially for big ticket
items and discretionary products.
