Suggest giving them unique names. Commented that an update and decision was being made at the Recreation and Cultural Services meeting, yet no outreach or survey has been done. Asked, are there any plans to restore some semblance of management advisory committee meetings?
• Maiaka Velazquez spoke about SB515, Legislation authored by the Coalition for a Just and Equitable California better known as CJAC. • Audra Walton is proud to be part of both BlackAF.net and the Coalition for a Just and Equitable California. appreciate the various presentations this evening on Marina’s 50 th anniversary and celebrating the passage of SB515. Received a message from an American Freedmen this week asking what my city council is doing about the injustice in the city and hiring practices. SB515, applies directly to our city and county and requires local governments to update forms and data systems so employees can identify as descendants of enslaved Black Americans. CJAC and Black AF.net are ready to support you, the city and the county, as we move forward.
• Tisha with Sacramento Reparations Collective, with the Coalition Just an Equitable California. Senate Bill 515 is now law, and it means your city and mine must update forms and data systems, including the descendants and persons enslaved and emancipated from chattel slavery in the United States.
• Yahsmeen Abdusami Oakley representing the Coalition for a Just and Equitable California, from East Palo Alto, California. Marina reminds me of my small town, and our numbers have been dwindling here in California, and SB15 gives us a chance to examine why. Urges the City Council to implement SB515 at the city level and county level. • Chris from Coalition for Just and Equitable California. Spoke about Senate Bill 515, which is legislation that we wrote, based o n older bills and older legislation that we wrote back in 2022. Both the state of California and the cities and counties in California are now being required to update their hiring forms by January 1st of 2027. • LeShun Coleman spoke about SB515, which was recently signed into law. This law gives our local governments a chance to finally recognize the status of enslaved Black Americans.

We're really looking forward to seeing this law put into action. The Coalition of Justice and Equitable California are here to help make this process easy, effective, and meaningful.

Public Comments:
• Doug Yount it's important to continue to move this agreement forward. It is similar or identical to 3 or 4 agreements that have been adopted previously by the Council for HOA - maintained improvements in city public right -of-way, which has a significant benefit to the city.
• Tommy Bolea implied city was sharing favors with the developer to get project completed.

Commented that a power play against the HOA, and city -owned land could take place.

MINUTES for City Council Meeting of Tuesday, November 4, 2025 Page 8

Spoke about how the times and laws will change over the years and the HOA will be in control and predicts a fence going up with a members only sign on it. • Mike Moeller does not know what the worry is about. The HOA locking out the public, unsure how that's legally possible. Why would the city want to take on any responsibility for maintaining this linear park, it will always remain public we have enough parks that we have to maintain ourselves, so, give them an opportunity to let an HOA dues pay for this.

MCCARTHY/BIALA: THAT WE DIRECT THE CITY MANAGER AND CITY
