• Ismael Hernandez introduced the new city engineer, Scott Shepard. Scott comes to us from the private sector with 15 years of experience as a consulting engineer in a variety of roles both on the project management design side and as a construction management and resident engineer.
• Councilmember McAdams attended the Salinas Mayor's Safe breakfast this morning. Left feeling encouraged and deeply grateful. for the spirit of unity, positivity, and collaboration that was in the room.
• Councilmember Biala thanked all the public that attended yesterday’s meeting in remembrance of Ronald Tinsley. Your presence here allowed us, from the dais to experience firsthand your collective grief and however much our council is restricted by process and legal constraints this does not mean that we are devoid of feelings and sadness for you and for the world we live in.
• Mayor Pro Tem Visscher thanked everyone who showed up at tonight’s meeting as well as yesterdays. It showed that that child was loved by so many people and who are all grieving together with his mom. Just like you, we want to know what happened. But just like you, we don't have more information than what is shared on social media, by the district attorney's office. We all need to be patient while the DA office is doing their investigation. I wish everybody patience and strength during your time of grief. • Councilmember McCarthy shared that the one thing heard from you is the need for transparency and expediency of information. I share those values, and I am committed to doing everything within my power to expedite and forward those goals. You are going to have an opportunity to address us again tonight, and as Rosalind said, you are the narrators to some extent at this point, we are listening, so thank you for being here. • Mayor Delgado spoke about last night’s meeting and reiterated that the city supports transparency and noted that the investigation is an independent investigation by the District Attorney’s Office and that communications through the DA office can continue and that the body cam footage can be released as soon as possible.

8. PUBLIC COMMENT: Any member of the public may comment on any matter within the City Council’s jurisdiction that is not on the agenda. This is the appropriate place to comment on items on the Consent Agenda. Action will not be taken on items not on the agenda. Comments are limited to a maximum of three (3) minutes. General public comment may be limited to thirty (30) minutes and/or continued to the end of the agenda. • Rene Young attended yesterday’s meeting and provided her observations of the Council who exhibited their humanity and those who exhibited more like politicians. Noticed that Councilmember Biala was locked into each speaker and was touched by a lot of what was being said. Others had stone-cold faces.

MINUTES Agenda for City Council Meeting of Wednesday, January 21, 2026 Page 4

• Miriam Smith asked staff prior to the meeting if there was a video of last night’s meeting and was told no, and then found there was. Asked council if there was in fact a video of last night’s meeting. Asked to release the names of the officers involved. Needed to know the details of what happened prior to the news releasing it. Release what you know you can release and be more transparent with the family.
• Ramisha Smith, here again because information being presented to the public about Ronald continues to change, it makes no sense. The first article stated that my cousin had a weapon on or about the vehicle. There are several versions, which one are we to believe? We are demanding the immediate release of the full, unedited body camera footage to Ronald Tinsley's family. Transparency delayed is not transparency, it is control. • Nina made comments about flowers for one person and none for a grieving family yesterday. here today because a black man was shot and killed by the police. Ronald was a human being not just a statistic, not a headline, not a problem to be managed. Spoke about being a black person in today’s world. We’re told to be patient, wait for the facts, trust the process, patience is hard when the pattern is familiar. demanding full transparency and justice. Public safety should never come at the cost of someone's life when there were way other options. • Stephan Hill made comments about other police shootings and the automatic release of their bodycam footage within hours. What is happening here?
• Laverna Vy spoke of the pattern of extrajudicial execution of black people on our streets is unspeakably wrong and it's a legacy of ongoing racism , slavery and segregation in our systems. Asked if there could be other systems in place. • Liasia spoke about all the news releases out there painting a picture of Ronald, a black man, yet there is nothing out there about the white or asian police who did this. It’s not fair to Ronald and our family.
• Unnamed we’re just asking for transparency on what happened. We’re asking for justice.

Spoke about the cancellation of the MLK event. Spoke about the release of bodycam footage of a couple incidents that happened in Soledad and Hollister. We're asking for Chief Randy Hopkins. to take accountability. This information needs to be released. • Audra Walton standing here as your Planning Commissioner, as your Black American Negro Friedman descendant of American chattel slavery and hopes that you heard the people in this room speaking and asking for transparency and the truth. Spoke to the council a while back about Blanca Miento ethnocide, about all of the freedmen that are no longer here after Fort Ord closed. about the racism that happens here in this city. My community needs answers now. If you're a freedman, I'm inviting you to come to blackaf.net. Trace your lineage, establish yourself as a descendant of those enslaved under the institutions of U.S. American. • Eleni Matthaekis asked council or staff if they can look at putting a school crossing zone by Marina Vista on Carmel Ave. It’s not safe for the kids getting to school. • Karla Lobo commented that yesterday's special meeting was an opportunity to demonstrate true leadership, transparency, and respect for a community that's grieving but your actions told a very different story by holding a special meeting without Zoom access. Stated that asking a member of the public to recite the pledge of allegiance was inappropriate.

Commented on placing a time limit on speakers. The community deserves an independent investigation, one that is truly independent. Recommend the formation of an ad hoc board to ensure real accountability and real transparency.

MINUTES Agenda for City Council Meeting of Wednesday, January 21, 2026 Page 5

• Denise Turley commented on the events of Sunday’s incident and the cancellation of the MLK event and suggested rescheduling it soon. Commented on California’s new rental housing laws and the many changes in 2026. Friday, public comment is needed for the new oil and gas leases proposed off our coast The Monterey Bay Aquarium and Save My Coast each have a link. So you just click on the link. Type out your little saying, hit send, and it goes directly.to the appropriate authority at the White House. Need more information on the status of upcoming changes to rent stabilization and other issues. • Caroline Carroll asked our city leadership to commit to full transparency, meaning not just observing the Brown Act. We need timely communication and accountability throughout the investigation process. The community deserves clarity. compassion, and a commitment to public safety that protects both residents and officers. Hopes this moment prompts us to look seriously at policies, at training and at oversight that can prevent future tragedies. urge our leaders to listen closely to the community in the days ahead. • Natasha Choates asked where the training was. How did the traffic stop turn into homicide? We need transparency and we need to hear that audio footage in the patrol car when they pulled Ronald over. Release the footage and give the names of the officers involved, it's wise and respectful, at giving the mom some type of closure. • Maiaika Velazquez as a member of the African American Freedmen community it is now time for legislation. Commtned on COVID AAPI anti -hate crime bill and the anti -Semitism bill, it is time for the Black American community to have its own hate crime bill. We need to get at our elected officials and push for legislation because the only thing changing this is a consequence of actions like this. My community to reach out to your congresspeople, reach out to your senators even reach out to the presidential administration, whoever, and we need to start pushing for that.
• Angie Franda spoke about who Ronald Chyron Tinsley was. He was a son, father, nephew and a friend. He was a man who gave light to everyone around him, made us laugh, made us feel loved, and he made us proud. He had a future and a family that relied on him. We want answers, we want transparency. We deserve the truth and to understand what happened.

Demanding the names of the officers involved why their actions led to the death of an innocent man. We need the truth and accountability.
• Jackie Owens commented on the decision to cancel the MLK celebration last Monday and believes this warrants public discussion. Dr. King's legacy is not just for fair weather Or times of peace. His message of nonviolence justice and community healing is most relevant and necessary when a community is in pain or facing trauma. By canceling the event, the city missed a vital opportunity for us to come together to process what happened and reaffirm our commitment. to the values of Dr. King. Urged the Council to view our community celebrations as essential tools for community resilience. • Francine Rodd commented on the cancellation of MLK event and sent a letter stating that Seaside has held its MLK event for the past 40 -years at the same time on Monday but asking in the future to really collaborate and coordinate so that people in our community could really more experience his reality and his humanity And his vision, um, for a beloved community. Commented on the police involved shooting on Sunday. Asking for transparency. What are the constraints? What are the legal constraints? • Rosalyn Green spoke of the person Ronald Tinsley was and found a way to build a business, to leave a legacy for his childre n. I will continue to reiterate and say his name until justice is served for Chyron. Had originally planned to be here tonight to speak to the Reverend Dr.

Martin Luther King, Jr. celebration that was scheduled on the same day and same time as the MINUTES Agenda for City Council Meeting of Wednesday, January 21, 2026 Page 6

40-year event in Seaside. Acknowledge that evangelist Levon Stone has been hosting the MLK event in the City of Marina and unfortunately, I did not see, hear, or know of any collaboration with Evangelist Stone when the event was planned, last year and this year.

Let’s en sure that this year we will be considerate of the time and date that each of our neighboring cities are planning to celebrate and uplift Dr. King so that we can all be in attendance.
• Daja Robinson spoke about the District Attorney's Office has allowed public statements about Ronald Tinsley to circulate, while providing no evidence and releasing no body -worn camera footage. The statements are now being used to justify his killing in real time, while his family and our community are left with nothing. Why is Ronald Tinsley being publicly scrutinized and doxed while the officers involved remain unnamed and the evidence remains hidden? You have the authority to formally request a clear timeline for the release of the body-worn camera footage, and for regular public updates. We're asking you to use the authority you do have to demand transparency to correct misinformation and to put community trust. Above institutional comfort.

b. Receive report from the City Facilities Citizens Advisory Committee; and provide direction to the City Manager on strategies for the construction and funding options for city facilities including police and fire stations; city hall and council chambers; and community center.

Public Comments:
• Steve Lee spoke briefly at the special meeting last September and encouraged the Council to be bold in choosing a new site for the new City Hall. suggested that the Vince DiMaggio site should be considered for the City Hall and Council Chambers due to slight rise and landmark trees. Plenty of room for both buildings. Existing community center could be repurposed.

Spoke about the MST site and is further from the center of Marina and hidden away facing the blank wall of a strip mall. Choosing the Vince DiMaggio site would signal that Mariners are confident forward-looking city. One committed to building a civic center that reflects our pride and our aspirations.
• Denise Turley is glad that this is moving forward, confused as to what's proposed where and hopefully it appears on a map on the city’s website.
• Grace Silva -Santella appreciated the fact that we were all given an opportunity to speak honestly. I was probably one of the most honest in the committee in sharing my views for why I had not supported Measure U. Was happy at the end of these committee meetings to support the unanimous committee decision to recommend the Reservation Road site for the future City Hall and City Council chambers. Spoke about the creation of the Downtown Revitalization Committee aka Downtown Vitalization for Central Marina. The Reservation Road site would be a critical important impetus to start moving forward with Central Marina’s downtown vitalization. Hope that you will support that site as the future City Hall Council Chambers.
• Mike Moeller even though the Del Monte, Vince DiMaggio park location was the secondary it was a lukewarm secondary, but it was pretty strong at Reservation Road and at downtown location should be a priority. I hope you don't really take too much consideration as the Vince DiMaggio Park is being, um, something that we seriously considered or put even close to Reservation Road, because it wasn't really close. We do need a downtown, um, city hall. I think it does need to go at that reservation Road site. Good luck with your decision.

Council discussed the MST site location and land acquisition cost to purchase the land and better walking to core downtown . Pros and cons for each site outlined by the advisory committee and determined more information is needed. UUT versus special tax, fire station locations and ballot measure specifics.
