Speakers: • Staff Report by David Glasser, Finance Director Public

Closing
Comment:
• VM DeLaney asks what enforcement efforts the City can undertake to ensure motels are remitting Transient Occupancy Tax; Query Projected Surplus and how it was derived; #8 and #9 on “Additional Funding Requests” can be funded by PEG; Regarding Special Revenues, enquires about what has happened to the money the City collected in lieu fees; Inquires how Council is to prioritize positions listed on “Other Potential Positions”; states reserves are a one-time use and the money can’t be spend on ongoing expenses such as positions, contracting for services is the route to take instead of dipping into Reserves.
• CM Zorn expresses the “Additional Funding Requests” don’t have a clear benefit to the public as the items are dependent on staff. Recommend a proposal for more positions and increase funding for labor. Clarifies definition of limited term positions; states a variety of reports are needing to be done but no one to do them, staff retention problems, and would be a worthwhile investment to fund the positions from Reserves. • CM McKillop requests to know what the benefits are for conducting an evidence room audit. Inquires about the process to getting a permanent employee added to personnel list. Wants to find a way to support the position requests.
• Mayor Schroder states Workers Comp is steady but inflation is affecting it, General Liability is expected to increase, and Property Insurance has gone through the roof; states using Reserve funds for positions rubs against the grain of normal/past practice, is agreeable to hire positions so long as there is a contingency plan in place.
• CM Ross states some reworking is required on the expenditures to make it a more realistic plan; suggests research is done to see what other funding can be used to cover some items; police department position requests are top priority and doesn’t want to stall the fulfillment; adjust the budget so there isn’t a million dollar one-time infusion without repetition every year.
