Comment:
• Chad Brey – 18A talks about Eastern wall from 2017 study, the maintenance/care needs to be directed to North-West wall which has started to deteriorate.
• Desmond Pavlac – Supports Chad’s comments, addressing the maintenance of North-West wall now will help prevent silt from invading the marina.
• Anja Brey – Has lived in the Marina since 2017 and seen the deterioration of the northern wall. Makes following suggestions: focus money in (1) fixing hole in seawall under fishing dock (2) fix break wall from fishing dock stretching to entrance (3) modify entrance of Marina as proposed in 2009 (3) invest rest of money in A dock slips. Bring back suggestion of installing a Public Restroom
• Kevin – Eastern wall repair was repeatedly recommended in 2010. The wall needs extension, not replacement. Contractor can do the work in under a month. Notes the Marina is an affordable housing area. Recommends looking into the quiet zone as there is numerous horns and creates a mental health issue for those who live in the area.
• Anna Simpson and Kevin Leichner – Riverhouse provides affordable housing and supportive services to help ensure residents receive the support needed. Riverhouse is in need of extensive renovation and loan forgiveness will help to obtain financial needs and prepare for award of tax credits to help the rehabilitation and support services provided to the community.
• Kathleen Jennings – Employee with Department of Fish and Wildlife and longtime Committee member, encourages the proposed improvements of and use of funds for the marina which will help protect natural resources and help facilitate rapid deployment of oil spill prevention resources.

Comment:
• Mayor Schroder clarifies the point of the meeting in not to spend all ARPA funds, but give direction to staff. Items of interest are #1, 2, 11, 12, and 18.

Regarding Eden Housing, can forgive the loan but must determine correct mechanism to do so.
• VM Lara DeLaney would like to remove items #6a, 6b, 19, 1b as there are other funds available; #11 until ownership is solidified; Like to dedicate money to #16, 18, and 1c. Reluctant to include items involving ongoing funding as ARPA is one time funding. Makes note this is assuming only $7.5 million is considered as there is 872k is to be funded for items discussed at last meeting, $416k of which is for limited term positions.

Clarifies funding for #1 and 6 which has funding via CIP funds. • CM Ross would like #1, 6, 1b and 1c but could be covered by other funds; #11 to set aside enough to cover consultant, endowment, grant writing, and maintenance efforts; put money into #8, 10, 12, 15, 16, 17 and 18. • CM Zorn split projects into two categories: clear expenditures of items fully supported and line items needing further discussion. Clear expenditures:
#1, 4, and 7-10. Items for further discussion: item #11, 14, 15, and 18. Place parking study and beautification of entry way items for future ARPA funding.

• CM McKillop target things that benefit the most people. A few components to pay attention to are safety, revenue, and environmental impact. Solid investments are items #1, 8, 9, 15, 17, 18, and 1a.
• Council collectively green lights items: #1, 2, 7, 8, 9, 10, 15, 17, 18, 1a, 1c • Council collectively agrees different funding, partial allocation or further discussion on items: #3, 5, 6, 12, 13, 19, 1b, 1d.

Comment:
• Mayor Schroder explains due to limited staff not everything can get completed, and asks if Council wants to use Reserve funding to help accomplish all that’s needed. Clarifies positions would be non-represented except for Police Assistant.
• VM DeLaney states Impact Fee Study is a cost of doing business and not best use of ARPA funds; requests clarification on EOC Consultant, and how Reduced Consulting Services are considered a one-time funding request.

Notes availability of Enterprise Funds, and asks what/if any MIS projects can be funded from there. Does not support using Reserve money for staffing costs.
• CM Ross wants to know what the difference is if ARPA funds are used vs Reserves. Sees economic troubles in the near future and using reserve funds for staffing is a risk, but will take the chance to help eliminate the backlog.
• CM Zorn requests explanation on the Impact Fee Study; confirms it is a cost recovery component; requests clarification on “1/2 yr” notation next to Engineer positions. Confirms City Hall is equipped with landline phones and supports VOIP funding. Supports increased staff and recognizes there wasn’t enough staff to get work completed. Saved a lot of money during COVID by not filling positions, but dealing with the consequences now. • CM McKillop understands funding on-going costs via reserves is not ideal, but willing to make a concession for the limited term positions with hope that full time positions will open up that the individuals can be hired into.
