6. Motion to Approve City Council Action Minutes for October 18, 2023.
7. Motion to Approve October Check Register and Wire Transfer Register.
8. Resolution authorizing the City Manager to execute a Memorandum of Understanding (MOU) between the City of Martinez and Contra Costa Resource Conservation District (CCRCD) regarding the creation and maintenance of the native wetland garden at Ferry Point, Martinez and finding the Project to be Categorically Exempt under CEQA 15333.
9. Adopt a resolution authorizing the City Manager to execute standard form contracts with AllSteel in the amount of $96,843.00 and Sam Clar in the amount of $4,062.00 and approving an overall project budget of $207,905.

10. Receive a presentation regarding Coordinated Outreach Referral and Engagement (CORE) services, discuss and provide direction.
• PowerPoint presentation by Jenny Robbins, Homeless Services Chief, and Rebecca Sanders, CORE Coordinator, with Contra Costa County Health.
• Public comment was received from Logan Campbell and Craig Lazzeretti. • In depth discussion was held between CORE and Council; Council and public posed questions which were answered by CORE. Council provided direction to CORE.
11. Receive informational report regarding the current state of staffing, ongoing recruitments and workforce development.
• PowerPoint presentation by ACM Sugayan and HR Manager Marta Goc. • Public comment was received from Craig Lazzeretti.
• No closing Council comments were received.
• In depth discussion was held between staff and Council.
12. Receive presentation and hold discussion in consideration of changing the elected City Clerk to an appointed position; and consider a motion directing City staff to prepare for Council review and adoption the necessary materials to place a ballot measure before the voters at the Statewide Primary Election in 2024.

• Public comments were received from Craig Lazzeretti and Igor Skaredoff. • Closing Council Comments: Council requested change in language of “Appointed City Clerk” to better identify it as a full time city staff position; Requested staff to provide a proposed organization structure with outline of duties and responsibilities. • Motion by VM Ross, seconded by McKillop, to direct staff to prepare necessary ballot measure materials; authorize the formation of an Ad Hoc Subcommittee, with the appointment of CMR McKillop and VM Ross, for the purpose of preparing the written Argument in Favor. Motion carried 5-0-0-0.
