CALL TO ORDER

• Motion by CMR Malhi, seconded by CMR Young, to adopt consent calendar items #1 through 9. Motion carried; All Ayes (Zorn, Howard, Young, Malhi, McKillop).

1. Motion waiving reading text of all Resolutions and Ordinances.

2. Motion to approve City Council Action Minutes for February 19, 2025.

3. Motion approving the Check Reconciliation Register, dated February 13 and February 20, 2025.

4. Adopt resolution regarding the electronic filing of claims pursuant to Government Code § 915(a)(3).

5. Adopt a resolution authorizing the City Manager to sign a Memorandum of Understanding (“MOU”) with Contra Costa County (“County”) and participating shoreline cities in a form approved by the City Attorney for the City of Martinez to participate as a sub-grantee in the development of a Contra Costa Resilient Shoreline Plan (“Plan”) through the Ocean Protection Council (“OPC”) Senate Bill (“SB”) 1 Grant Program.

6. Adopt a resolution authorizing the City Manager to enter into an agreement with Martinez Community Swim Team for the use of the Rankin Aquatic Center for the 2025 season.

7. Approve the City’s Measure J Compliance Report (“Measure J Report”) for Fiscal Years 2022/23 and 2023/24, and authorize the Mayor to sign and the City Manager or designee to submit the Measure J Report to the Contra Costa Transportation Authority (“CCTA”) for approval.

8. Adopt a resolution authorizing the City Manager to execute an agreement with the Senior Citizens Club of Martinez for use of the City of Martinez Senior Center.

9. Receive and file Quarterly Investment Report for the Month Ended December 31, 2024 GENERAL BUSINESS ITEMS (00:39:20)

1. Receive report and provide feedback on 2025 proposed project priorities for the Parks, Recreation, Marina and Arts Commission.
• Presenter: Lorena Castillo, PRMAC Chair, and Max Godino, PRMAC Vice Chair. • Public Comment: Joel Shrock.
• City Council, PRMAC Commissioners and Staff held discussion. City Council provided feedback.

2. Adopt a resolution approving the revised Investment Policy. • Presenter: FD Du.

• Motion by CMR Young, seconded by CMR McKillop, to adopt resolution as written. Motion carried; All Ayes (Zorn, Howard, Young, Malhi, McKillop).

3. Receive report, hold discussion, and provide input to staff on the proposed revisions to the sidewalk repair program.
• Presenter: CE Enke

• City Council and Staff held in-depth discussion. City Council provided input to Staff.

4. Receive report, hold discussion and provide direction to staff regarding alert categories and usage criteria for Martinez Alerts.

• CMR McKillop provides comments on additional signage for Alhambra trails.
