• Mayor Zorn read the item into record and opened it up to public comment. The City Council adjourned for closed session discussion. Mayor Zorn provided brief report out.

1. Motion waiving reading text of all Resolutions and Ordinances.
2. Motion to approve City Council Action Minutes for April 2, 2025.
3. Adopt a Resolution updating the Fee Deferral Program (“Program”) which allows property owners to defer the payment of fees until final inspection, certificate of occupancy, or another specified time from the date of building permit issuance, whichever comes first, provided a Fee Deferral Agreement has been executed by the Community and Economic Development Director, Planning Manager, Public Works Director, or designee.
4. Adopt a resolution authorizing the City Manager to execute a Professional Consulting Services Agreement with MV Cheng & Associates to provide budgeting and accounting services until July 31, 2026, for a total agreement amount not to exceed $120,000.
5. Adopt a resolution approving an appropriation of $137,200 to purchase 35 landfill and 10 recycling receptacles from Forms + Surfaces to begin upgrading receptacles in the downtown, using $75,000 in receptacle funding from Republic Services for Fiscal Year 2024-25 and $62,200 Action Minutes

GENERAL BUSINESS ITEMS (00:36:30)
1. Review the recently created City of Martinez Traffic and Transportation website (www.cityofmartinez.org/trafficsafety) and provide feedback to staff. o Presentation by Assistant Engineer Raed Al-Zaher.
o Public Comment: Kathleen Clancy.
o Presentation included real-time demonstration of the webpage and interactive map features.
Council thanked staff for the new webpage and provided feedback for small additions and changes. Council asked for an update on AB413 implementation at an upcoming meeting.
PUBLIC HEARING ITEMS (01:21:35)
1. Conduct a public hearing and adopt a resolution amending the City’s User Fee Schedule for City Services and making findings that the project is statutorily exempt pursuant to Public Resources Code Section 21080(b)(8) and CEQA Guidelines Section 15273(a) since the fees being established are for the purposes of meeting operating expenses. o Presentation by City Manager Michael Chandler.
o Public Comment: None.
o Motion by VM Howard, seconded by CMR Young, to adopt resolution. o Motion carried; All Ayes (Howard, Ross, Zorn, Malhi, McKillop).

• City Manager Chandler noted the City was awarded SoulSmart Gold Designation.

1. CMR McKillop gave an update from her role on the Executive Chamber of Commerce Committee, including a reminder of the State of the City and Best of Martinez events, and the new director hiring.

Comments and Updates
• VM Howard shared the upcoming date of Community Cleanup in District 1 as May 3rd at the Martinez Marina. He asked for an update on the lighting at city monument signs.
