Planning Manager Michael Cass explained the General Plan overrides past designations/zonings; Mayor Zorn and Planning Manager propose a caveat to the Ordinance adoption, specific to the triangle lot dubbed the “Henderson Property”, a 60-day period for any individual to provide proof of ownership for said property. CMR Malhi expressed similar intent; Planning Manager and Council discussed various options on the handling of lots but were dismissed as it would force the re-opening of the Housing Element, complicating and delaying its certification. • Staff recommends the City Council adopt the ordinance declaring the six sites as surplus land and direct staff to issue Notice of Availabilities (NOA) for said sites with a caveat that there is an openness during the 60-day NOA process for anyone to submit evidence proving that a third party owns any of the properties, and direction that if there is no interest from an affordable housing developer or public agency for single family zoned sites to work with surrounding property owners to see about a potential opportunities to encumber the property.
