4. Receive and file the AB1600 Annual Report (Impact Mitigation Fees) for Fiscal Year ending on June 30, 2025.
5. Adopt a resolution approving the financial provisions and the language agreed to in the Successor Memorandum of Understanding between the City of Martinez and the Martinez Police Officers’ Association (MPOA) for Contract Period January 1, 2026, through December 31, 2027.

6. Adopt a resolution approving the job specification for the Assistant Community and Economic Development Director (2062); and amending the City Classification plan to add Assistant Community and Economic Development Director and remove Deputy Director of Strategic Planning and Economic Development (2044); and approving reclassification of the Planning Manager position (70315) and its incumbent to Assistant Community and Economic Development Director as recommended by the Civil Service Commission; approving the associated salary and wage plan range, and amending the Fiscal Year (FY) 2025-26 Budget to add one (1) Assistant Community and Economic Director position and remove one (1) Planning Manager position.
7. Receive and file Fiscal Year 2024-25 Measure F Report.
8. Adopt a Resolution authorizing the City Manager to execute a Temporary License Agreement, in a form approved by the City Attorney, with Contra Costa County for the non-exclusive use of a portion of the Martinez Marina boat parking lot for a 24-month term with one-year extension options, subject to State Lands approval.

Adopt a Resolution authorizing the Mayor to enter into an Exclusive Negotiating Agreement between the City and Tucker Sadler Architects, in a form approved by the City Attorney, for the revitalization of the Martinez Waterfront and Marina. • Presenter: ACM Sugayan, CED Bergman, Planning Manager Michael Cass, City Attorney Matt Summers, and Tucker Sadler.
