Scope of Services
This Scope of Work (Scope) is intended to provide the City of Marysville with support related to the management of Lake Ellis in Marysville, Tasks in this proposal include project management, coordination and removal of common carp from Lake Ellis, and regulatory support as required and requested by the City of Marysville.
The Supervising Scientist for this is Chuck Vertucci: [email protected]; 916-679-8768 (direct); 916-425-8342 (mobile).
The Principal Scientist for this is John Spranza: [email protected]; 916-679-8858 (direct); 818- 640-2487 (mobile).
These tasks would be as follows:
Task 1 – General Project Management
This task covers general management of the work, including scope, budget and schedule development and management, briefings (as needed) with the City of Marysville, general communication, scoping and review of invoices.
Task 2 – Common Carp Removal and Memo
Carp removal will be actively conducted using a boat electrofisher and gill nets. A single ten-hour day (i.e. mobilization, deployment, sampling, return travel, and gear processing) will be placed at each section composed of a boat driver and three support staff. Two of the support staff will net fish while the other manages the fish and collects data. Gill nets will be deployed to divide the lake into three broader areas to be sampled by the boat electrofisher. After gill nets are placed, the boat electrofisher will sample in each area and remove carp applying approximately 3-5 hours of effort per zone. All carp will be placed in large bins lined with heavy gauge disposable liners and taken to a waste facility. Fish collected from gill nets following boat electrofishing will similarly be disposed. Upon completing the three zones over the course of three days, up to two additional days are accounted for to allow for any additional effort deemed necessary based on rate of catch. If few fish are collected, only three days of sampling will be required.
Data collected during the sample effort will include species classification and length in two-inch increments to allow for efficient processing. Any native fishes will be held in a separate tank and released in a previously sampled area to avoid repeated catch.
A summary memo will be developed to characterize the number, size, and type of fish collected by sample area. The report will allow for documentation of trends in removal based on effort to understand if the removal effort is effective. The draft final memo will be reviewed by lead Consultant staff to ensure sufficiency and provide context to any other previous findings related to the effort.
Task 2 Assumptions
• This effort is not eradication of carp in Ellis Lake but is meant to remove as many fish as possible given the proposed scope and budget.
• Consultant to oversee subconsultant activity and review final memo. • Subconsultant to conduct up to 5 days of sampling with 2 additional days for prep and demobilization.
• Field effort will include 4 staff for 10-hour days (1 boat driver, two netters, and one fish processor).
• Fish will be disposed at a local waste facility.
• Final product will be a memo summarizing the effort with details of catch and imagery. • No CEQA/NEPA documentation would be required for this effort • No permitting under the Clean Water Act would be required for this effort Task 3 – Regulatory Support
Consultant staff will also be available for up to 40 hours of as-needed consultation that could result from activities associated with or related to this task order. This could be attendance of additional Ad-Hoc committee meetings, conference calls, and permitting and/or coordination with resource agencies. Each request will be agreed to in writing between Consultant and the City of Marysville prior to starting.
