Item #03
Date: February 15, 2022
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Homeland Security Grant Funding for FY 2022-2023 Recommendation:

Pass a Motion to authorize Police Department staff to 1) submit for Homeland Security Grant funding for FY 2022-23 and 2) accept the grant in the event the Police Department is awarded.

Rationale for Recommendation:

Submission for and acceptance of this grant if approved, allows the Police to continue to provide essential equipment to the Departments and to train regional partners.

Background:

The City of Marysville Police Department is a partner of the Joint Terrorism Task Force. Federal grant funding is offered to the County of Yuba Joint Terrorism Task Force each year. As a partner, the Department is allotted grant funding to further its mission. For the past several years, this grant funding has supplied staff with laptops for patrol units, IFAK emergency medical kits, Dispatch Mapping, Department security locks, supports simulator training and equipment, All Terrain Vehicle, and a License Plate Reader (LPR) Unit.

Discussion & Analysis:

The Yuba County Office of Emergency Services notified us on January 31, 2022, that the grant was due on January 31, 2022, but they received an extension from Homeland Security until February 4, 2022. Yuba County OES has an all-new staff, and this is the reasoning for such late notice of the grant. Additionally, we were notified that Yuba County OES never submitted the 2021 HSG grant that was previously approved by council. Yuba County OES’s recommendation was for our agency to submit for the same request in the 2022 application as we did in the 2021 grant application. All projects have to be terrorism related and have a region relationship.
• Marysville Police Department is requesting funding for (2) two (LPR) License Plate Reader cameras to add to our current LPR program. One LPR camera was purchased with the 2020 grant funding. • Marysville Police Department is also requesting funding to continue to operate the Vantage Points Mapping software.

Item #03
Fiscal Analysis:

The fiscal impact is undetermined until final grant submission. The fiscal impact will be reflected in the Annual Budget for FY 2022-23. The total grant request is for $34,100 but final award is based on final project approval and awarding of funding.
