Item #02
Date: March 15, 2022
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Yuba Water Agency Bill Shaw Rescue Equipment and Training Grant Program Recommendation:

Pass a Motion 1) authorize Police Department staff to submit for the Yuba Water Agency Bill Shaw Rescue Equipment and Training Grant and 2) authorize the acceptance of the grant should the Police Department be awarded.

Rationale for Recommendation:

Applying for and potentially receiving this grant would allow the Police Department to purchase new and much needed emergency equipment.

Background:

On a regular basis, the City of Marysville Police Department (MPD) seeks grant funding from alternative sources to purchase needed emergency equipment and continue to support life safety efforts. The mission of this grant is to help purchase specialized equipment and pay for training for first responders who provide services for areas or facilities owned or operated by the Yuba Water Agency.

Discussion & Analysis:

The Yuba Water Agency Bill Shaw Rescue Equipment and Training Grant is awarded to Departments on a yearly basis. This grant request is not to exceed $10,000.

The Department seeks funding for emergency equipment to continue to provide a high level of life safety efforts within our community. The specific use of this grant would be for the purchase of an updated Drone with zoom capabilities for use in the ‘river bottom’ area (e.g., Beckwourth Riverfront Park, ‘Hollywood Park’) for water and all terrain rescues, homeless code enforcement, assist with fires in the river bottom areas, controlled burns on levees, and levee patrols during high water incidents. The Department currently has one standard drone and a second is necessary for officer safety purposes during deployments, as new technology has emerged that allows additional capabilities. This equipment can alternatively be used for special events within the City.

Fiscal Analysis:

Should it be awarded, the fiscal impact of the grant would be a net positive not to exceed $10,000 to the Police Department budget.
