RESOLUTION NO. 2022-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE, STATE OF CALIFORNIA, ACCEPTING THE 2021 GENERAL PLAN AND HOUSING
ELEMENT ANNUAL PROGRESS REPORTS AND DIRECTING STAFF TO SUBMIT THE ANNUAL PROGRESS REPORT FOR THE 2021 CALENDAR YEAR TO THE
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF PLANNING RESEARCH
At a regular meeting of the City Council of the City of Marysville, State of California held on the 15th day of March 2022.
WHEREAS, the State of California requires cities and counties to have an adopted General Plan to provide guidance and direction for development activities; and WHEREAS, the City of Marysville General Plan was adopted in August 1985; and WHEREAS, the Housing Element is one of the mandatory elements of a General Plan required by the State of California; and
WHEREAS, the City of Marysville City Council approved the 2021-2029 Housing Element on November 16th, 2021; and
WHEREAS, California Government Code Section 65400 mandates that local jurisdictions submit an Annual Progress Report on the status of the General Plan and its implementation of the General Plan and Housing Element to their legislative bodies, as well as the Governor’s Office of Planning and Research (OPR) and Housing and Community Development (HCD); and
WHEREAS, the Annual Progress Report is required to include; a) the state of the plan and the progress of its implementation and, b) the progress in meeting the local jurisdictions’s share of the regional housing needs allocation (RHNA), and local efforts to remove governmental constraints to the maintenance, improvement and development of housing and, c) the degree to which the General Plan complies with the Guidelines established by OPR (General Plan) and HCD (Housing Element).
WHEREAS, the City has prepared its General Plan and Housing Element Annual Progress Report for the 2021 calendar year, in accordance with the Guidelines adopted by OPR and HCD.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marysville as follows:
Section 1. The City of Marysville has completed the General Plan and Housing Element Annual Progress Report as required by California Government Code Section 65400 for the 2020 Calendar year.
Section 2. The 2021 General Plan and Housing Element Annual Progress Report incorporated by this reference, is found to be consistent with the suggested content by the State Guidelines and is hereby accepted.
Section 3. The City Manager or his designee, is hereby authorized and directed to do the following:
A. Submit the Annual Progress Reports for the 2021 calendar year to the Office of Planning and Research and the state Housing and Community Development Department.
