Subject: Adopting the Yuba County Local Hazard Mitigation Plan Update Recommendation:
Pass a Motion to approve Resolution No. 2022-XX which will adopt the Yuba County Local Hazard Mitigation Plan.
Rationale for Recommendation:
The Yuba County Local Hazard Mitigation Plan is updated every five (5) years and a requirement is all participating agencies governing body must adopt the plan as a condition of future funding for mitigation of projects under multiple FEMA pre and post disaster mitigation programs.
Background:
The City of Marysville last adopted this plan in 2017. City staff has fully participated in the FEMA prescribed mitigation planning process to prepare this local hazard mitigation plan.
The Disaster Mitigation Act of 2000 requires hazard mitigation planning as part of the Stafford Disaster Relief and Emergency Assistance Act. Per the Disaster Mitigation Act of 2000, these plans must be updated once every five years.
Discussion & Analysis:
County staff and hired consultants completed the mitigation plan process with input from local jurisdictions. The Yuba County plan was submitted to and approved by FEMA along with the Yuba County Board of Supervisors.
The Cities of Marysville and Wheatland, as well as Yuba County Water Agency will need to adopt the Yuba County plan and annexes to fulfill the Disaster Mitigation Act of 2000 requirements for multi-jurisdictional planning and the Yuba County Pre-Disaster Mitigation Program grant.
