Item #03
Date: March 15, 2022
To: Mayor and City Council
From: Christian Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Yuba Water Agency (YWA) Grant – Vegetation Management Program Grant Recommendation:
Pass a Motion to 1) authorize the City Manager, or designee, to submit the YWA Grant application and, if awarded, accept it to help pay items to support a Vegetation Management Program (VMP) and 2) authorize the Finance Director to make a supplemental appropriation of $52,000 to 21-210-5401 (Vehicles & Heavy Equipment) if the grant is received.
Rationale for Recommendation:
The Fire Department has started a Vegetation Management Program and needs additional funding to purchase equipment to support the program. The Fire Department has been in collaboration with the Yuba Water Agency for vegetation management over the past few years and has been working towards completing missions for both agencies.
Background:
The Yuba Water Agency has supported the Fire Department with Seasonal Fire Fighting staff to assist with staffing levels during the busy fire season. With the work that has been underway in Hollywood, Thorn Tree and behind the City Cemetery; the Department has recognized that machinery for vegetation removal is required to complete the mission of the Vegetation Management Program. The City of Marysville Public Works Department has also partnered in these efforts and in an effort to continue our mission of fuel reduction in these areas, the Yuba Water Agency grant application will propose the following components:
1. Tractor (Bobcat) with implements for vegetation mastication, grapple bucket for vegetation removal, and implements to support public works functions.
The proposed equipment will serve many functions including, fire activities, flood operations, debris clan up from illegal dumping, encampment cleanup and local project work conducted by the City of Marysville Department of Public Works.
Fiscal Analysis:
The total amount of this project is not to exceed $180,000. Working in partnership with the Yuba Water Agency, staff is requesting to match $80,000 towards the total project cost, thus applying for a grant through the Agency for up to $100,000 to complete this project.
Item #03
There is $28,000 currently budgeted in FY 21/22 in account 21-210-5401 (Vehicles & Heavy Equipment).
Staff is requesting an increased budget allocation in 21-210-5401 of $52,000 to meet the matching cost of $80,000 for the City’s partnership with this project. This increase would only be needed if the Yuba Water Agency approves the overall grant allocations.
Alignment with City Council Goals:
The proposed grant facilitates achieving the City Council Goal #1, Increase Fiscal Sustainability and Goal #4, Enhanced Public Safety.
