Item #04
Date: April 5, 2022
To: Mayor and City Council
From: Kathy Pease, Contract Planner
Jim Schaad, City Manager
Subject: General Plan and Specific Plan Workshop
Recommendation:

Pass a motion to hold a workshop to discuss the General Plan and Specific Plan currently in progress and provide input on key issues. The steps involved include: 1) conduct a public workshop and 2) provide preliminary feedback on issues of concern.

Background:

This meeting will be one of several opportunities for the public and the City Council to provide input into the process. AECOM is the consultant preparing the documents and will provide an overview of project, opportunities for public engagement, and share the tentative schedule at the meeting. The project is still early in the process, but there will be a great deal that needs to be accomplished over the next year. There is a deadline to expend the grant funds by July 2023.

Attached are some discussion items the City Council and public will be asked to weigh in on. A similar workshop was held by the Planning Commission at its March 23, 2022, meeting.

Some of the major milestones for gathering input in each phase include:

1. Key issues

2. Vision and guiding principles

3. Alternatives

4. Draft Plan

5. Public Hearings
Planning Commission Workshop
The Planning Commission and one member of the public provided feedback regarding high level issues and concerns at its March 23, 2022, meeting. Topics for the General Plan to consider included:

Item #04
• Traffic
• Riverfront and Hollywood Park and better bicycle and pedestrian access throughout the City • Economic development, vacant buildings
• Historic building reuse
• Medical Arts District and workforce housing
• Affordable housing without loss of tax revenue
• Engagement of young people - what it would take for them to stay in Marysville. Important to include them in process.
• Restoring Ellis Lake to a destination again
General Plan Advisory Committee:

The City plans on establishing a General Plan Advisory Committee with volunteers made up of interested stakeholders such as a member from the Planning Commission, business community, major employers such as the hospital or Caltrans, residents, the County and the Chamber of Commerce. Two Planning Commissioners volunteered for the General Plan Advisory Committee including Ben Deal and Steve Mescher. The Committee will provide input into the process on key items and is expected to meet four times throughout the process.
