Item #06
Date: May 17, 2022
To: Mayor and City Council
From: Nicole Moe, City Clerk
Jim Schaad, City Manager
Subject: Fireworks Booth at the B Street City Owned Property Recommendation:

Pass a Motion to 1) adopt a Resolution No. 2022-XX to approve an agreement with the American Promotional Events, Inc. for temporary use of City-owned property near 13th and B Streets to establish a fireworks booth that would benefit the Marysville High School Grad Night event and 2) adopt a Resolution No. 2022-XX to approve an agreement with the Phantom Fireworks Western Region, LLC. for temporary use of City-owned property near 14th and B Streets to establish a fireworks booth that would benefit the Marysville Youth and Civic Center and 3) authorize the City Manager or designee to execute all agreements for use of the B Street Property for the Fire Works Stands.

Rationale for Recommendation:

The sale of fireworks is a large fundraiser for the Marysville High School Grad Night event. Grad Night offers Marysville High School’s graduating class a safe and supervised location to celebrate their graduation.

The sale of fireworks will be a large fundraiser for the Marysville Youth and Civic Center. The Youth and Civic Center offers Marysville students mentoring, assistance with homework and other educational activities.

Background:

For the last several years, the Marysville High School Grad Night Committee has operated a firework booth on City property located near 13th and B Streets to raise money for the Marysville High School Grad Night event. This event provides a graduation night program for seniors and their guests to safely celebrate senior graduation in a secure location. The Committee seeks City approval to use the site at the end of 13th and B Streets.

While a new location for the Youth and Civic Center would like to raise money for the Marysville Students to offer more services and to be able to tailor these services with the funds earned. This event would provide a substantial increase in current revenues to help operate the Center at a higher caliber than current abilities. The board seeks City approval to use the site at the end of 14th and B Streets.

Discussion & Analysis:

Both groups are worthwhile events for the City to support. The proposed locations on B Street is currently vacant and no cost to the City would be incurred by allowing the proposed use. Should the City Council Item #06
approve the staff recommendation, a facility use agreement will be executed with American Promotional Events, and Phantom Fireworks Western Region, LLC as they will provide the insurance for the sale of the fireworks.
