Item #09
Date: May 17, 2022
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Approving SB 1 Road Maintenance and Rehabilitation Project List for 2022-2023 Recommendation:

Pass a Motion to approve the Road Maintenance and Rehabilitation (RMRA) proposed project list for Fiscal Year 2022-2023 to be submitted to the California Transportation Commission (CTC).

Rationale for Recommendation:

SB 1 emphasizes the importance of accountability and transparency in the delivery of California's transportation programs. Therefore, in order to be eligible for RMRA funding, statute requires cities and counties to provide basic annual RMRA project reporting to the CTC. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, the City must submit to the CTC a list of projects proposed to be funded with these funds.

Background:

On April 28, 2017, Governor Brown signed the Road Repair and Accountability Act of 2017, known as Senate Bill 1 (SB1), increasing per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees with future inflationary adjustments for the purpose of addressing road maintenance, rehabilitation, and roadway safety needs. The State Controller will deposit portions of the new funding into the Road Maintenance and Rehabilitation Account (RMRA), which will be apportioned by formula to eligible cities and counties throughout the year. Funds were apportioned to cities and counties that began in January 2018.

The City has completed and programed several street projects utilizing the findings made from the Pavement Management Program presented on April 17, 2018. At the time the program was presented, the City Council directed staff to pursue a maintenance approach that prioritizes the maintenance of streets over the past maintenance and rehabilitation projects to try improving the Pavement Condition Index of the street system as cost effective as possible. This approach focuses on the maintenance of streets in better condition over reconstruction of the failing streets with preventative measures such as micro grinds overlays, rubberized slurry seal and crack sealing.

Item #09
On April 16, 2019, City Council approved a list of 2019 projects based on the criteria and authorized the Community Services Department to plans and specifications for the 2019 Resurfacing Project. In September 2019 the first phase of the project was bid out and the work was completed, seal coating of East 17th Street east of Ramirez Steet, but Council decided to truncate the contract to just that segment to reevaluate the scope of the improvements and project list. The revised project list was developed and adopted by the City Council in April 2020. The project was put on hold to wait for the construction of the ATP funded Bike & Pedestrian Improvements Project that was completed in 2021.

The next phase of the SB-1 funded surfacing project was the 2021 SB-1 Pavement Project that Paved B Street between 1st and 3rd Streets, 1st Street Between B and E Streets, and F Street between 3rd and 6th Streets completed in late 2021. The City currently has the STIP funded project reconstructing 5th Street between E and J Streets under construction.

Discussion & Analysis:

The City is required to submit a proposed project list to the CTC by July 1, 2022 in order to receive RMRA funds for Fiscal Year 2022-2023; once submitted, the City will continue to receive apportionments monthly.

A current project list has been developed utilizing the previously approved projects lists, the findings made from the Pavement Management Program on April 17, 2018, City Council input, and projects already completed. The following table represents the planned street maintenance for Fiscal Year 2022/23:
