Item #03
Date: July 19, 2022
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Ratification of Memorandums of Understanding (MOU) between the Marysville Police Officers Association (MPOA) and the Teamsters 137 Union (Teamsters) Recommendation:

Pass a Motion ratifying proposed Bargaining Unit Memorandum of Understanding (MOU) agreements with 1) MPOA - both Sworn and Non-Sworn, 2) Teamsters and 3) authorize the Finance Director to make supplemental appropriations of $389,431 to the salary and benefits accounts, as necessary.

Rationale for Recommendation:

The City, Teamsters and the MPOA reached an agreement and jointly prepared the attached MOU committing to the terms and conditions outlined in the attached agreements.

Background:

As required by state law, the City, Teamsters and MPOA met and conferred on wages, hours and other conditions of employment. As a result of those meetings, the parties have reached the attached agreements.

Discussion & Analysis:

The attached MOUs reflect months of hard work and collaboration between the Teamsters, MPOA, City Management and Negotiator Patrick Clark to develop new MOUs. As surrounding jurisdictions have steadily increased salaries and benefits for both Police and Teamsters, especially over the past 12 to 24 months; the City of Marysville’s salaries and benefits have remained below market value.

In conjunction with prior years MOUs, the proposed increases will help retain and recruit more Police Officers, Dispatchers and Fire Fighters, as well as start to keep pace with the surrounding market.

The major highlights of the MPOA (Sworn and Non-Sworn) MOUs include:
 Salary Increases: A 5% Cost of Living Adjustment (COLA) to help the classifications become closer to market values, effective July 1, 2022.
 One-time monies: Each active member of the unit will receive a separate check for a total of $2,000, as soon as administratively possible after Council approval.

The major highlights of the Teamsters MOU include:
 Salary Increases: A 10% Cost of Living Adjustment (COLA) effective July 1, 2022.

Item #03
 Salary Steps: To address retention and recruitment efforts, the Units went from an 11 Step pay system to a 5 Step pay system.
 One-time monies: Each active member of the unit will receive a separate check for a total of $2,000, as soon as administratively possible after Council approval.

Fiscal Analysis:

The anticipated fiscal impact $389,431 for the proposed amendments includes $312,329 ($161,543 for MPOA and $150,786 for Teamsters) for salaries, incentive pays, CalPERS (retirement), and Medicare and $77,102 ($48,696 for MPOA and $28,406 for Teamsters) for one-time monies for fiscal year 2022/2023.
