Item #04
Date: July 19, 2022
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Berliner Seilfabrik Play Equipment Company of Greenfield, South Carolina Recommendation:

Pass a Motion to approve the award of a cooperative purchase agreement to purchase Trii2/Terrano.3304 Combination playground equipment from Berliner Seilfabrik Play Equipment Company of Greenfield SC in the amount not to exceed $75,000 through National Purchasing Partners (NPP.GOV) Open Contract # PS21010.

Rationale for Recommendation:

The Parks Department seeks to purchase one play equipment structure to install at Gavin Park. The new equipment will replace existing aged play structures as part of a renovation of the park. Staff recommends purchase of the equipment through a competitively solicited cooperative procurement process administered by NPP.gov.

Background:

State Proposition 68 per capita program made state funds available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. The City of Marysville allocation was $177,952. December 1, 2020, City Council approved the use these funds to rehabilitate Gavin Park.

Subsequently on June 1, 2021, City Council approved the use $100,000 in SACOG Community Design Funding Program funds to augment the per capita funds for the use of rehabilitating the facility.

Discussion & Analysis:

Over the past several years the City has been consistently working to improve the condition of its parks.

In May of 2019 City Council approved a Parks and Open Space Master Plan. Gavin Park is a facility that was specifically identified as high priority in the master plan. Community feedback indicated a particular concern with the gravel surfacing at Gavin Park. The playground also does not meet current accessibility requirements and its play value is not in keeping with current master plan findings. Helix Environmental Inc. has completed the design for the play area and with input from the community and identified Berliner Seilfabrik play equipment in their design. This equipment and other improvements to the play area will provide modern and safe facilities for the community. City staff recommends the purchase of equipment directly from the manufacture to minimize the cost of the equipment. Staff also recommends that the City purchase the equipment using the competitively procured NPP.gov process to allow the City’s limited staff to procure equipment in a more cost-effective manner.

Item #04
Alignment with City Council Goal(s):

This Agenda Item aligns with current City Council Goals #1, Increase Fiscal Sustainability and Goal #5, Support Parks and Recreation.

Fiscal Analysis:

The cost associated with the purchase of the play equipment in the amount up to $75,000 will be paid out of account 60-605-5405 (Capital Projects) as approved in the FY 2022-23 budget.
