Item #03
Date: August 16, 2022
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Ratification of Memorandum of Understanding (MOU) for the Marysville Firefighters’ IAFF Local #2321 (Fire)
Recommendation:
Pass a Motion ratifying proposed Bargaining Unit Memorandum of Understanding (MOU) agreement with 1) Fire and 2) authorize the Finance Director to make supplemental appropriations of $148,344 to the salary and benefits accounts, as necessary.
Rationale for Recommendation:
The City and Fire reached an agreement and jointly prepared the attached MOU committing to the terms and conditions outlined in the attached agreements.
Background:
As required by state law, the City, Teamsters and MPOA met and conferred on wages, hours and other conditions of employment. As a result of those meetings, the parties have reached the attached agreements.
Discussion & Analysis:
The attached MOU reflects months of hard work and collaboration between Fire and City Management and Negotiator Patrick Clark to develop new MOU. As surrounding jurisdictions have steadily increased salaries and benefits for Fire Department Personnel, especially over the past 12 to 24 months; the City of Marysville’s salaries and benefits have remained below market value.
In conjunction with prior years MOUs, the proposed increases will help retain and recruit more Fire Fighters, as well as start to keep pace with the surrounding market.
The major highlights of the Fire MOU include:
Salary Increases: A 6% Cost of Living Adjustment (COLA) to help the classifications become closer to market values, effective July 1, 2022.
One-time monies: Each active member of the unit will receive a separate check for a total of $3,000, as soon as administratively possible after Council approval.
Item #03
Fiscal Analysis:
The anticipated fiscal impact $148,344 for the proposed amendments includes $108,779 for salaries, incentive pays, CalPERS (retirement), and Medicare and $39,566 for one-time monies for fiscal year 2022/2023.
