Item #04
Date: August 16, 2022
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Ratification of Side Letters with Employee Bargaining Units Recommendation:

Pass a Motion ratifying proposed Bargaining Unit Side Letters with 1) MPOA - both Sworn and Non-Sworn, 2) Teamsters, 3) Mid-Management and Executive and 4) authorize the Finance Director to make supplemental appropriations of $63,499 to the salary and benefits accounts, as necessary.

Rationale for Recommendation:

The City and its Bargaining Unites have reached an agreement and jointly prepared the attached Side Letters committing to the terms and conditions outlined in the attached agreements.

Background:

As required by state law, the City, Teamsters and MPOA met and conferred on wages, hours and other conditions of employment. As a result of those meetings, the parties have reached the attached agreements.

Discussion & Analysis:

The attached Side Letters reflect months of hard work and collaboration between all Employee Bargaining Units and Negotiators to develop the Side Letters. As surrounding jurisdictions have steadily increased salaries and benefits for most all represented and non-represented Personnel, especially over the past 12 to 24 months; the City of Marysville’s salaries and benefits have remained below market value.

In conjunction with prior years MOUs, the proposed increases will help retain and recruit more employees, as well as start to keep pace with the surrounding market.

The major highlights of the Side Letters include:
 One-time monies: Each active member of the units will receive a separate check, as soon as administratively possible after Council approval. The total amount received by each employee is equal to $3,000, this amount also includes any dollars previously awarded as part of their respective MOU. The checks will range from $1,000 to $3,000 depending on the most recently passed MOU/Compensation Plan for the Unit.
 Medical in-lieu: The City will standardize the dollar amount received by represented and nonrepresented employees who opt out of the City’s Health Insurance plans to $275 per month.

Item #04
Fiscal Analysis:

The anticipated fiscal impact $63,499 for the proposed amendments includes $600 for additional medical in-lieu and $62,899 for one-time monies for fiscal year 2022/2023.
