Item #06
Date: August 16, 2022
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Approval to Enter into Memorandum of Understanding (MOU) Recommendation:

Pass a Motion to approve the Police Chief to enter into a Memorandum of Understanding with the County of Yuba for access and use of County-owned radio combiners, Microwave Simulcast System, and rack spaces to support radio upgrades.

Rationale for Recommendation:

An agreement is needed in order for the upgraded equipment to be stored within and installed upon County-owned infrastructure.

Background:

The City of Marysville Police Department (MPD) is currently working with Sutter Buttes Communications, Motorola, and the County of Yuba on a radio upgrade and digital encryption. As part of this project, it has been identified that additional rack space is needed to house radio equipment along with using combiners already in use by the County of Yuba. The City of Marysville would pay for the available and needed rack space along with use the Microwave Simulcast System.

Discussion & Analysis:

This agreement is needed in order for the project to begin and has been identified as the best possible location and solution, based on the current infrastructure in place. This contract will be effective July 1, 2022, through June 30, 2027.

Legal Review:

The agreement has been reviewed and approved by City Legal Staff.

Fiscal Impact:

There is a fiscal impact of $5,000 annually, appropriated in the IT budget, 10-160-5175, to provide services outlined in the agreement.
