Regular Meeting of the City Council

Tuesday, September 20, 2022 at 6:00 PM
This meeting may be delayed due to a previous special meeting starting at 5:00 PM Call to Order
The City of Marysville City Council meeting called to order by Mayor Branscum at 6:12 pm.
Roll Call
Present: Councilmembers Belza, Gilchrist, Hudson, Vice Mayor Buttacavoli and Mayor Branscum.
Absent: None.
Pledge of Allegiance (Mayor)
Changes to the Agenda (City Manager/City Clerk) – None.
Closed Session Report (City Attorney) – The Council voted unanimously to pass the matter of Worker’s Compensation Claim for the Estate of Gregory Parks, Claim No. 40201032020-0001.

If you are participating via Zoom and would like to speak, please raise your hand via Zoom. When you are called on by the City Clerk and Mayor, you will be unmuted, and you can address the City Council. Whether you are here in person, or attending via Zoom, when called upon please give your name clearly for audio recording. You are requested to address your comments to the Mayor and Council, and not to the audience. By state law, the Council is not permitted to undertake any action or discussion on any item not appearing on the posted agenda. If you have any documentation that you would like to be distributed to the Council, please mail it to the City Clerk at 526 C Street, Marysville, CA 95901.
Public Comment: Mary Berg spoke on Chickens at or near her home on Elm Street. Kathleen Hering also spoke on Chickens, dogs and trash also in the same area of Elm Street.
Consent Calendar
All matters on the Consent Agenda are considered routine and are therefore approved by one motion, unless a Council Member, or the City Managerfirst requests that a matter be removed from the Consent Agenda for separate discussion and action.

1. Approval of Accounts Payable
Recommendation: Passed Motion 2022-105 approving accounts payable in the amount $188,611.56 for the period of August 27, 2022, through September 14, 2022.

2. Repayment Agreement Between the County of Yuba and the City of Marysville Recommendation: Passed Motion 2022-106 1) approve Resolution No. 2022-34 and 2) authorize the Mayor, or designee to execute the Repayment Agreement Between the County of Yuba and the City of Marysville for repayment of overcharged Property Tax Administration Fees (PTAF) and calculation of Vehicle License Fees (VLF).

3. Agreement Extension #3 for the Off-Highway Vehicle Concession at Riverfront Park Recommendation: Passed Motion 2022-107 to approve another 60-day extension for the Off-Highway Concession at Riverfront Park, expiring on December 1, 2022.

Councilmember Belza – Heard 5th– The Recreation Committee has great gratitude to Gold Sox ownership for their time in Marysville.
Councilmember Gilchrist – Heard 3rd- None.
Councilmember Hudson – Heard 2nd– Yuba Sutter Transit – is looking for a possible temporary location for storage.
Vice Mayor Buttacavoli – Heard 1

– Discussed the Recreation Committee and provided a brief baseball update.
Mayor Branscum – Heard 4th– Discussed the Traffic Committee and provided a Hwy. 70 update.
Council Correspondence (City Clerk) - None.
City Manager’s Report (City Manager Schaad) – Discussed the Demo on asphalt grinder at the 14th Street location and Corp Yard, SayLove to clean up at the Sand plant area and Bryant field – which is greatly appreciated, on 10/8 there will be the Hoptoberfest, and tales of the crypt at the Marysville Cemetery, and Mariachi Bands playing on 9/25, the next meeting will hold more items.
Council Comments/Requests (Councilmembers)
Councilmember Belza – Thank you to Sapphire, MFD and Chief Sachs – good luck with Chicken wrestling. Would like an update on the Townhall Meetings.
Councilmember Gilchrist – Would like an update on the RDA properties.(Update provided by Dan Flores).
Councilmember Hudson – Thanked Jim for the update on Townhall meetings, thank you to fellow Firefighter’s and Brothers and Sisters in Blue. Discussed the last 4 years of trying to get the Asphalt Grinder here and seeing the demo coming to fruition. Would like an update on the Streetlights.

Streetlights are now a campaign aspect.
Mayor Branscum – Talk of Garbage and Effects of such (broken window theory). Caltrans upsetting traffic flow and the results of ongoing negotiations.

The next regular City Council meeting will be held on Tuesday, October 4, 2022.
