Item #05
Date: October 4, 2022
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: CalRecycle Grant Program Authorizations
Recommendation:

Pass a Motion to approve Resolution 2022-XX that 1) authorizes the submittal of application(s) to CalRecycle for all grants for which The City of Marysville is eligible; and 2) and upon award of such grants and acceptance by City Council authorizes that the City Manager, or designee to complete all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project.

Rationale for Recommendation:

The City wishes to apply for various recycling-related grants administered by the State of California’s Department of Resources Recycling and Recovery (CalRecycle). CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by Resolution certain authorizations related to the administration of CalRecycle grants. The attached Resolution will provide such authorizations to the City Manager or designee.

Background:

Public Resources Code authorizes the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment. CalRecycle grant application procedures require that an applicant’s governing body to declare by Resolution certain authorizations related to the administration of CalRecycle grants. This includes authorization of the submittal of applications and authorization for specific agency staff to execute all related grant documents, including but not limited to, applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project.

Discussion & Analysis:

The proposed Resolution will allow Staff to apply for these grants without further action by the Council for the next 5-year period, streamlining the City’s ability to apply for such grants as they become available.

The Resolution only authorizes the City Manager to apply for such grants but does not delegate the authority for acceptance of award. Upon successful award of a specific grant, staff will prepare and present recommendations for acceptance by City Council.
