Item #01
Date: October 28, 2022
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: State Community Development Block Grant (CDBG) CV 2/3 Funding Contract Amendment
Recommendation:

Pass a Motion to 1) have Council conduct a public hearing to receive comments regarding the proposed contract amendment to the CDBG CV2/3 contract; and 2) adopt Resolution No. 2022-XX authorizing the submission, signatory and approval of the contract amendment to approve the change in the contract scope of work and re-allocate funds for the Firehouse Storage and Decontamination Facility in the amount of $316,988.

Background:

On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the impacts of the COVID-19 pandemic. The California State Department of Housing and Community Development (HCD) published a Notice of Funding Availability (NOFA) for Community Development Block Grant Coronavirus Aid, Relief, and Economic Security (CDBG-CV1) funds on June 5, 2020 for $18.7 million in funds. In January 2021, staff received approval from Council to move forward with pursuing funding under this CDBG CV 2/3 program to implement a Senior Voucher Program in an effort to respond to the continued needs of the senior population in the City impacted by the COVID19 Pandemic and execute an agreement with FREED to administer the Dine at Home Program.

Discussion & Analysis:

The City was awarded $416,772 in funding for the Dine at Home Program to be used between October 15, 2021 through October 15, 2024. In discussions with FREED, staff has determined that the need for the program was far less than anticipated, thus they do not anticipate needed the total grant amount.

With HCD’s deadline of October 31, 2022 for amendments to the contract, staff is recommending terminating the contract with FREED and move the remaining funding to the Firehouse Storage and Decontamination Facility. This will allow the City to be in a better position to manage any further pandemic or emergencies and ensure the grant monies are expended by the contract deadline.

Item #01
The amendment is proposed as follows:

Activity-Firehouse: $316,988
Activity- FREED $45,604
General Administration: $54,130
Total $416,722
Fiscal Analysis:

Costs to implement the project and manage the contract with the state are covered by the funding provided. The funding outlined above includes all General Administration and Activity Costs. The total proposed budget for the facility is $316,988 allocated from this amendment to be reimbursed by HCD.
