Item #03
Date: November 15, 2022
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Application for Department of Housing and Community Development Under the Permanent Local Housing Allocation (PLHA) Program
Recommendation:

Pass a Motion to 1) approve the application of and, if awarded, the acceptance of second (2020) and third year (2021) funds under the California Department of Housing and Community Development’s PLHA Program, to support the continued operation of the emergency homeless shelter and navigation center and 2) authorize the Finance Director to process the appropriate funding allocations per the award letter once received.

Rationale for Recommendation:

If awarded, the funds will allow City staff to allocate funds for the continued operation of the emergency homeless shelter and navigation center located at 131 F Street, Marysville, California.

Background:

The Permanent Local Housing Allocation (PLHA) program provides funding to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. The program is administered by the California Department of Housing and Community Development (HCD).

On July 28, 2020, Marysville City Council approved staff to submit the initial application for PLHA program funding to the HCD The application was approved by the HCD with the City to receive $662,295, over a five-year period. Year one funding allocated was $110,382.

This request is for Year Two (2020) funds and Year Three (2021) funds allocated within the program.

Though jurisdictions that have previously applied and received an award of funds are not required to complete a full submittal of all documents, they must re-apply and must demonstrate all PLHA threshold requirements continue to be met.

HCD issued a NOFA for second and third year funds on August 17, 2022. The NOFA was revised on October 18, 2022, with applications due on Wednesday, November 30, 2022.

For jurisdictions that have previously received an award and are applying for a new allocation of calendar year 2021 funds, awards are to be made within 60 days of receipt.

Item #03
Discussion & Analysis:

The disbursement of funding would be allocated to Habitat for Humanity and Hands of Hope, who are currently the sub-awardees for Year 1, for the continued operation and maintenance of the emergency shelter and the navigation center. Funds will be used to assist with the operation of the 25 bed shelter and navigation center for unhoused individuals without children.

The funding will assist persons who are experiencing or at-risk of homelessness, including, but not limited to, providing rapid re-housing, rental assistance, supportive/case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers and emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing.

All individuals served will be below 30% AMI. With the center being located at the Coordinated Entry facility, shelter guests will be provided with case management and housing navigation services.

Depending on the client’s vulnerabilities and barriers, he/she/they will be referred to local rapid rehousing service providers through the Coordinated Entry System.

Year one funding allocated was $110,382 and was sub-awarded to Habitat for Humanity and Hands of Hope. Year two (2020) funding allocations are $169,063 and Year three (2021) funding allocations are $183,883. If years two and three are received, staff recommends that the existing two community stakeholders, Habitat for Humanity and Hands of Hope continue to be sub-awardees for the program and continue provide services per the guidelines outlined in the program.

Alignment with City Council Goal(s):

Goal #1: Increase Fiscal Sustainability and Goal #4: Enhance Public Safety Fiscal Impact:

There will be no fiscal impact to the City. No general fund appropriations are required to fund this program. The program is administered by sub-recipients and minimal staff time is required to administer the program and report to the HCD.
