1. Town Hall Workshop: Traffic Discussion
City Manager Jim Schaad opened up with a few housekeeping comments, that the topics discussed tonight were to be on Traffic and Road Conditions, recapped current and future Road Projects for the City, highlighted a few high complaint areas, recapped current enforcement ‘zones’. Mayor Branscum and VM Buttacavoli also made general comments about traffic within Marysville.
Councilmembers Hudson and Belza spoke on Grants, Road Projects and that we are still part of Yuba County – assistance may be available. Councilmember Gilchrist would like to hear from the public and would like to see the Bike Riding and Walking areas improved.
Public Comment: Marilyn Russell started public comment talking about Hwy 70 Project and traffic during the project as well as the traffic resulting from the new apartments. Barbara Brown from Jacob’s Place questioned CHP’s involvement within City limits. Peggy Phaler asked about 11th and Orange Streets with Starbucks and new Car Wash traffic. Dennis Phaler spoke on the narrowness of the Starbucks driveway and surrounding accidents at F and 11th Streets. Kim McMillen asked about funding for technology like the app 311, and walking and biking improvements. Ben Deal commended on Caltrans project and the need for a class 4 bollards on the sidewalks. Mike Ferrini spoke on the County’s involvement within the County Seat City as well as the need for mixed use zoning, and traffic calming measures (we can look to Downtown Sacramento for examples). Linda Alexander spoke on the influx of traffic from Hwy 20 WB into Marysville and that pushes folks into the side streets to avoid the traffic on 20. Mayor Branscum, Councilmember Belza and Vice Mayor Buttacavoli all spoke on topics of Sound Barriers/walls for E. Marysville homes, traffic signal at 22nd and Hwy 20 and supported the comments heard so far. Jim Schaad explained the need for a greater presence at SACOG for funding opportunities. Joe Ybarra spoke on notification for local residents.
Jim deferred that to Kristina. John Messick spoke on a bypass or something to help at 22nd and Sampson – maybe a 4 way stop? A new stop sign would be great in that area. Jim spoke on Chief Sachs’ behalf, that area would be a great intersection to test traffic calming measures.
Councilmember Hudson agreed with that information. Mayor Branscum spoke on the speeding within the areas of D-F and 9-14th Streets. Kelly Richcreek spoke on cut through traffic and the need for colorful crosswalks. Councilmember Gilchrist spoke on raised crosswalks, speed notification
City of Marysville Special Meeting Agenda 11/22/2022 Page 2 of 2 signs and colorful sidewalks. Jim spoke on the need to keep traffic in the downtown areas for businesses to thrive. Mike Ferrini spoke on studies show the more areas without cars has a direct correlation between more people wanting to be there. Vincenzo Corazza spoke on the topic outdoor dining, elevated sidewalks and possible route diverters (like at 10th and Yuba Streets). Kelly Richcreek spoke on raised sidewalks and the need for truck routes. Kim McMillen wants new Stop Signs. Eric Royer noted that the diverter at 10th and Yuba doesn’t stop some people. Vice Mayor Buttacavoli mentioned that the diverter has helped enormously compared to the traffic accident numbers from prior install. Councilmember Gilchrist mentioned the slowing of traffic with diagonal parking spots. Jim mentioned that Chief Sachs and staff have been pulling stats and working through this meeting. And how the topic seems to be wrapping up, maybe set the next meetings topic. Mayor Branscum mentioned that B Street, Marysville Hotel, Ellis Lake and Traffic are all pressing issues. Jim presented the topics of Community Development and what’s happening within Marysville. Mayor Branscum asked about the City and County Partnership. Chief Sachs spoke on the current (last 6 months) of calls that the MPD has received. All Council thanked the public for joining us tonight.
Recommendation: Conduct a City Council Town Hall Workshop to discuss concerns and potential solutions to traffic-related issues, including congestion, circulation, roadway conditions and more.
