Item #05
Date: February 7, 2023
To: Mayor and City Council
From: Nicole Moe, Human Resources
Jim Schaad, City Manager
Subject: Ratification of a Side Letter for the Marysville Police Officers Association (MPOA) and NonSworn Unit Recommendation:

Pass a Motion ratifying the proposed Side Letter with 1) Marysville Police Officers Association (MPOA) NonSworn and 2) authorize the Finance Director to make supplemental appropriations of up to $5,200 from the account numbered 23-230-5023, Supplemental Law Enforcement Services Fund (SLESF), as necessary.

Rationale for Recommendation:

The City and the MPOA reached an agreement and jointly prepared the attached Side Letter committing to the terms and conditions outlined in the attached agreements.

Background:

As required by state law, the City and MPOA met and conferred on other conditions of employment. As a result of those meetings, the parties have reached the attached Side Letter agreements.

Discussion & Analysis:

The attached Side Letter reflects hard work and collaboration between the MPOA and City Management to develop these Side Letters. As surrounding jurisdictions have steadily increased salaries and benefits for Police, the City of Marysville’s salaries and benefits have remained below market value. In conjunction with prior years MOUs, the proposed signing and retention ‘bonuses’ will help retain and recruit more Animal Control Service Officers, as well as start to keep pace with the surrounding market.

The major highlights of the MPOA (Non-Sworn) Side Letter include:
 Non-Sworn: A $5,000 signing bonus to be paid in two increments to new Animal Control Service Officers.

Fiscal Analysis:

The anticipated fiscal analysis of the proposed amendment is valued up to $5,200. This cost includes the ‘bonus’ and applicable Medicare taxes for fiscal years 2022/2023 and 2023/2024 as outlined in the attached Side Letter.

Attachment (Available at the Council Meeting):
