Item #11
Date: February 7, 2023
To: Mayor and City Council
From: Jim Schaad, City Manager
John Mallen, Consultant City Engineer
Subject: Award a Contract for Retaining Wall and Walkway Repairs at Bryant Field Recommendation:

Pass a Motion to 1) award a contract in the amount of $215,674 to BK Custom Concrete for the construction of an approximately 375-foot long, 4-foot height concrete retaining wall and replacing damaged approximately 598 square foot concrete walkway area at Bryant Field, based on Contract Number No. 01-107 Project Design/Contract Documents and Contractor’s proposal and 2) authorize the Finance Director to make a supplemental appropriation of up to $125,674 to 10-160-5405 (Capital Projects).

Rationale for Recommendation:

Staff has determined that a concrete retaining wall is required to address a grade differential at the left outfield wall in City-owned Bryant Field facility. The wall was designed as part of a major stadium renovation in 2001, but never constructed. Staff recommends awarding a contract to BK Custom Concrete, based on reasonable pricing, familiarity with the project, willingness to coordinate with internal staff and other entities and ability to complete the project in a tight timeframe prior to the commencement of the baseball season. Staff has also identified an area within the spectator portion of the facility where concrete walking surfaces have been raised and cracked by tree roots creating a safety/trip hazard. Staff recommend this section of concrete be replaced at the same time as wall construction to mitigate the tripping hazard risk.

Background:

On January 28, 2022 the City approved the purchase of new corrugated steel sheathing to replace deteriorated plywood sheathing that was in extreme disrepair and had become an aesthetic, safety and security concern. Work on replacing the sheathing on the center and right field walls in spring of 2022. To reduce cost, City Public Works crews self-performed the work with assistance from local Unions and Community Based Organizations. The intent was to complete the left field wall immediately after finishing right and center field, however upon inspecting the left field wall structure behind the sheathing, it was found that a concrete wall similar to right and center field was never constructed as part of a major renovation in 2001. Without a wall to retain soils at this three to four-foot grade differential, the earth began to erode and collapse into the wall sheathing, accelerating its deterioration.

Staff temporarily halted sheathing replacement, and review with our City Engineer determined the best course of action would be to install the concrete retaining wall similar to the original design, prior to Item #11
installing the new sheathing. Construction of the concrete wall in conjunction with the replacement of plywood sheathing with corrugated steel should provide an outfield wall life of 35 years or longer.

The existing wooden wall must be replaced prior to any baseball activity occurring as it poses a safety hazard to players, fans and pedestrians if it were to collapse.

Staff has also identified an area within the spectator portion of the facility where concrete walking surfaces have been raised and cracked by tree roots creating a safety/trip hazard. This hazard also represents a risk to the City. Staff recommends this section of concrete be replaced at the same time as wall construction to mitigate the potential tripping hazard risk.

Discussion & Analysis:

Staff contacted BK Custom Concrete, who has provided a quote for $215,674 to construct the missing retaining wall and to replace the concrete walkway section. Staff originally received a quote from a second contractor at a lower price, but the contractor later declined to perform the project. City Staff has reviewed the quote for the wall and walkway section and feels that the quoted price is reasonable based on current labor and material costs. Staff recommends that Council approve the award of the retaining wall to BK Custom Concrete construction in accordance with Marysville municipal code section 2.76.140 (6)(A)(ii), based on reasonable pricing, familiarity with the project, willingness to coordinate with internal staff and other entities and ability to complete the project in a tight timeframe prior to the 2023 baseball season.

Fiscal Analysis:

Concrete wall and walkway repair quoted cost $215,674
Construction Contingency (10%) $10,000
Construction Total $225,674
The estimated project cost is $225,674 which includes a 10% contingency. If the contingency funds are not needed during construction, then the estimated project cost would be reduced to $215,674.

To reduce the potential costs, the City staff will work and keep the field change costs to a minimum and utilize City staff as much as possible for construction/project management. The Fiscal Year 2022-22 budget included $100,000 in American Rescue Plan Act (ARPA) towards this project. Staff is recommending authorizing the Finance Director to make a supplemental appropriation of up to $125,674 to 10-160-5405 out of remaining ARPA funds to complete this project.
