Item #05
Date: February 21, 2023
To: Mayor and City Council
From: Kyle Heggstrom, Fire Chief
Jim Schaad, City Manager
Subject: District-10/Hallwood Measure K Financial Allocation to Marysville Fire Department Recommendation:

Pass a Motion to approve the acceptance of $301,000 of Measure K funds allocated to the District10/Hallwood (D-10/Hallwood) Fire District that will be used to enhance services.

Rationale for Recommendation:

The City of Marysville and Marysville Fire Department would be able to enhance its level of service to D10/Hallwood Fire District with these funds.

Background:

The Marysville Fire Department has provided service for multiple years to the D-10/Hallwood area. When the Yuba County Voters passed Measure K, Yuba County agreed to enhance services for all public safety in Yuba County. All nine fire districts in Yuba County split a 20% share. D-10/Hallwood has agreed to allow portions of their allocation to be used by the City of Marysville Fire Department to provide services to the D- 10/Hallwood area. If approved, this money would be used for the purchase of a new 1-ton utility vehicle with all necessary equipment at the cost of $100,000; two new vehicle lifts for the Marysville Corp yard mechanic’s shop at a cost of $50,000; $150,000 would be available to match a City’s portion of the replacement of the rear building at the Marysville Fire Department, and $1,000 would be used to purchase expanded scope EMS supplies to better provide services.

Alignment with City Council Goal(s):

The proposed code amendments facilitate achieving City Council Goal #1, Increase Fiscal Sustainability, and Goal #4, Enhance Public Safety.

Fiscal Analysis:

Through the acceptance, the City would purchase the above items in the City’s name, then would invoice D-10/Hallwood for the reimbursement of the purchases. This insures that the assets belong to the City and D-10/Hallwood is only responsible for the actual amounts spent.
