Item #08
Date: March 21, 2023
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Acceptance of the Local Road Safety Plan
Recommendation:

Pass a Motion 1) accept the Local Road Safety Plan (LRSP) report by GHD Consulting Engineers dated May 02, 2022, and 2) adopt the same report as the City’s updated LRSP.

Rationale for Recommendation:

On June 15, 2021, Council approved a professional service agreement with GHD Services Inc., for on-call engineering services. On October 19, 2021, Council approved development of a LRSP for the City by GHD, funded by $40,000 in state funding, matched with $5,000 of general funds and a task order #2021-200 was subsequently signed. On January 25, 2023, GHD forwarded a final LRSP to staff. Staff recommendations will close out the task work order and allow the City to use the LRSP to pursue Highway Safety Improvement Program (HSIP) funding.

Background:

According to the Federal Highway Administration, 10% of traffic fatalities in the nation occur on California roads, and in California, more than 60% of fatal and serious injuries, occur on local roads. A LRSP provides a framework for identifying, analyzing, and prioritizing roadway safety improvements on local roads. The LRSP development process and content are tailored to local issues and needs. The process results in a prioritized list of issues, risks, actions, and improvements that can be used to reduce fatalities and serious injuries on local roads. LRSP use a systemic approach, looking for locations at high risk for severe crashes and mitigating them before a crash occurs. In order to apply for the HSIP funds to remedy high crash locations, an agency must have completed their LRSP or an equivalent of the LRSP. The LRSP or its equivalent must be updated and validated at least every five years. When an agency submits an HSIP funding application, the agency must self-certify that an LRSP or its equivalent has been completed. The agency must provide a copy of the safety plan upon request.

Alignment with City Council Goal(s):

Goal #3: Improve Infrastructure
Environmental Review:

For the purposes of the California Environmental Quality Act, the development of a Local Road Safety Plan is not considered a project.

Item #08
Fiscal Analysis:

No further financial impact.
