Item #07
Date: March 21, 2023
To: Mayor and City Council
From: Kyle Heggstrom, Fire Chief
Jim Schaad, City Manager
Subject: Purchase of 1-Ton Utility Vehicle
Recommendation:

Pass a Motion to authorize the City Manager, or designee, to purchase a new 1-ton utility vehicle to replace an aging 220 utility vehicle.

Rationale for Recommendation:

The City of Marysville has taken possession of a bobcat skid steer to assist with vegetation management. Marysville Fire currently does not have a vehicle with the capabilities to tow this machine. This new vehicle will have the capability to tow the newly purchased Bobcat for vegetation management. D10/Hallwood has agreed to allow $100,000 of Measure K funds to be allocated to the City of Marysville for this vehicle purchase.

Background:

The City has taken possession of Bobcat skid steer and trailer that will be used for vegetation management. Marysville Fire currently does not have a vehicle large enough to tow this machine.

Marysville Fire would like to purchase this vehicle that will also replace an aging utility that has reached its end of life.

Staff has found that utilizing the formal process of soliciting bids for vehicles such as these is not currently practical or productive. Formal bids result in responses from bidders that they will provide a factory ordered unit with extremely long lead-times (approximately 6 months or more) and suitable vehicles in dealer inventories will not be held and are typically sold by the time the formal solicitation is completed. The City has received three quotes (see attached) from Yuba City Dodge, Geweke Ford, and Hoblit Dodge for new 1-ton trucks with utility beds that are available immediately. Hoblit Dodge was a single cab and would not meet the needs. After a review of the quotes, it was determined that the quote from Geweke Ford is the best value and will fulfill the needs of the City.

Fiscal Analysis:

The total, not to exceed cost of $100,000, includes a 2023 Ford 1-ton 4-wheel drive 4-door cab with service body, striping, lighting, and fuel transfer tank into the service body. Staff is recommending Item #07
that Council authorize the Fire Chief to make this purchase with the understanding that District 10/Hallwood will reimburse the City and authorize the Finance Director to make a supplemental appropriation of up to $100,000 to 10-170-5401, Vehicles & Heavy Equipment, for the amount to be reimbursed by District 10/Hallwood.
